In FY 2023, the Agency Field Support System tracked and coordinated over $1.5 billion of Mission requirements.   The Data Management Advisor coordinates all aspects of the Agency Field Support System, implements day to day tasks and ensures robust quality assurance and quality control measures, and provides customer service, training and technical advice to over 750 system users overseas and in Washington. The Data Management Advisor also closely coordinates activities of the technical contractor that operates and maintains the secure, web enabled, database that makes the Field Support System possible.   The Data Management Advisor serves in the Program Implementation and Budget Management Division (PIBM); Office of Policy, Programs, and Planning (PPP); Bureau for Global Health (GH). The Data Management Advisor works under the overall supervision of the Chief of PIBM and works closely with program staff, Agreement/Contract Officer Representatives (A/CORs) and technical teams within the Bureau for Global Health. The Data Management Advisor also works closely with other Pillar Bureau key field support personnel, Regional Bureau Program Officers, and Mission Program Office teams on all field support related tasks.

This position will be hired under Public Health Institute (PHI).   The Tuberculosis Accelerator Advisor will serve in the Asia Bureau, on the health team within the Office for Technical Services. In this role, they will be expected to prepare testimony for the Hill, elevate USAID programming during international meetings and demonstrate how USAID is moving TB programming forward.     The Advisor will also be responsible for tracking the bilateral Mission efforts under the Accelerator, mentoring Mission TB staff and assisting them to develop implementation plans that include the most advanced and recent programmatic efforts. They will be responsible for leading trans boundary regional data analysis and elevating this to partners in the region, including ASEAN and the Asian Development Bank.    Position Summary:  TheTuberculosis Accelerator Advisorwill primarily support the Office of Technical Services within Asia Bureau as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate supports the monitoring and management of  technical aspects of the expanding Global Health Security Agenda (GHSA) as well as the Tuberculosis work. In both areas, there are a number of countries in Asia that are getting this funding to support programming for the first time, or in significantly increased amounts. Missions will need help in thinking through the best strategic approaches for programming and how to align their work with the USG and USAID announced strategies. This includes supporting  strategy development and contributing to program design, contributing to expert direction to project implementation, and participating in interaction with  representatives among donors on behalf of USAID TB activities worldwide – working at the country, regional, and international levels. The incumbent serves as one of two technical experts in infectious disease for the Asia Bureau and will be expected to contribute to the development of deep country expertise in a suite of countries. The exact countries will be determined at a later date as the team is expanding and there is a realignment of country backstopping. However, as the Bureau covers regions as diverse as Central Asia, Southeast Asia, and the Pacific Islands, there will be a wide diversity in country and technical challenges in TB.   In addition, because the Asia Bureau works in an integrated programming fashion, the incumbent is expected to contribute input to how different sectors (economic growth and environment, for example) both affect TB and GHSA as well how those sectors are affected by TB and GHSA.

ETD implements USAID’s Global Health Security (GHS) Program to strengthen prevention, detection, and response capacities in partner countries to minimize threats posed by emerging infectious diseases. Viruses are spilling over from animals to humans with increased frequency. Global systems are ill-equipped to identify and contain threats and lack sufficient attention to the capacities necessary to achieve health security.    USAID’s GHS program fills critical gaps in building sustained and coordinated One Health capacities that incorporate linkages between human, animal, and environmental health. In collaboration with countries and working with a unique set of multi-sectoral partners, the GHS Program strengthens preparedness and ensures capacities are in place to:  1) Prevent avoidable disease outbreaks; 2) Detect threats early; 3) Respond rapidly and effectively when outbreaks occur.   The Data Analyst provides strategic information analytic support to ETD. The Data Analyst utilizes statistical approaches and software programs to conduct analyses and visualization to inform GHS monitoring, reporting, budgeting, and data application for learning, adaptation and communications products. The Data Analyst provides technical support for the application of GHS data analysis and visualization to improve use of financial and program data to assess program performance, promote efficiencies, optimize resources, and communicate progress to internal and external audiences. The Data Analyst compiles and organizes epidemiologic, programmatic, and budgetary data for a variety of products aimed at a diverse audience, including USAID, external partners, and the public.

This position will be hired under Public Health Institute (PHI).   Position Summary: The Bureau for Global Health serves as USAID’s primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV/AIDS, infectious diseases, maternal, newborn and child health and nutrition (MNCHN), family planning and reproductive health (FP/RH), and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs, and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries. Within GH, the Office of Population and Reproductive Health (PRH) works to advance and support voluntary family planning and reproductive health programs worldwide to reduce unintended pregnancy and foster improved reproductive health behaviors. PRH undertakes activities and manages programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behavior, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs. PRH provides strategic direction, global technical leadership, and support to field programs; ensures responsiveness to Congressional and Administration priorities, directives, and restrictions; and provides information on USAID’s family planning and reproductive health programs. The Service Delivery Improvement Division (SDI) is one of four divisions in PRH. SDI develops and applies innovative strategies across a range of public, private, and community sectors that improve the performance of individuals, organizations, and systems for the sustainable delivery of quality family planning and reproductive health services. SDI and the Maternal, Newborn and Child Health and Nutrition Office collaborate on a number of projects with integrated approaches to expanding access to and use of quality MNCH/FP/RH services, such as postpartum family planning, postabortion care, and fistula prevention and repair, each of which includes skilled clinical care. Increasingly, the countries PRH serves are affected by fragility and shocks and stresses which can have detrimental effects on access to and use of quality family planning and reproductive health services, including for underserved and marginalized populations, such as adolescents and youth. The Senior Family Planning Technical Advisor, Fragile Settings will primarily support the Service Delivery Improvement Division of Office of Population and Reproductive Health (PRH) as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will provide family planning expertise and technical assistance for SDI on best practices for implementing and advancing family planning and reproductive health programs in fragile settings and in leveraging FP/RH programs to support resilience activities in the humanitarian-development-peace nexus. This position will be hired under Public Health Institute (PHI).   Position Summary The Office of Population and Reproductive Health (PRH) within the Bureau for Global Health’s (GH) advances and supports family planning and reproductive health (FP/RH) programs worldwide. The Office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes, and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives. PEC also provides technical input for evaluation efforts across the population, health, and nutrition sector. The Knowledge Management (KM) Advisor serves in the PEC Division within the Office of PRH in the USAID Bureau for Global Health. USAID defines KM as “the process of generating, curating, organizing, sharing, and using knowledge to create value or support decision-making in context.” The KM Advisor will contribute to the Global Health Bureau’s family planning and reproductive health (FP/RH) program by providing technical support to the design, implementation, management, monitoring, and evaluation of KM activities within the Office and throughout USAID-funded FP/RH programs. They will build understanding of and capacity for KM among USAID staff within the Office and among USAID Missions and advise on its effective implementation throughout USAID FP/RH programming.  The Advisor will receive overall programmatic guidance from the PEC Deputy Division Chief, as well as project, division, and office management teams.

This position will be hired under Public Health Institute (PHI).   Position Summary The Bureau for Global Health is the Agency’s focal point and primary source in providing worldwide leadership, donor coordination, and technical expertise for the global health sector including in child and maternal health and nutrition. The Office of Maternal and Child Health and Nutrition (GH/MCHN) sits within the Bureau for Global Health and serves as the Agency’s technical and policy lead on maternal and newborn health, child health, immunization, nutrition, and WASH with a focus on ending preventable child and maternal deaths.   As described in Preventing Child and Maternal Deaths: A Framework for Action in a Changing World, USAID's maternal and child survival programs focus on achieving a common vision: A world where all potential contributes to the development of their communities and countries. This strategic approach includes reaching the unreached, primary health care, human resources for health, local partnership, commitment and accountability, and data for decision making.   Further, the Office’s maternal and child nutrition programming is guided by the Global Malnutrition Prevention and Treatment Act (GMPTA) of 2021, which was signed into law on October 19, 2022. This legislation directs the USAID Administrator to: 1) advance targeted and evidenced-based interventions for the prevention and treatment of global malnutrition; and 2) improve coordination of such programs. GMPTA prioritizes targeting vulnerable populations, especially children under 5, and pregnant and lactating women.   The Communications Assistant will be an integral part of the MCHN Strategic Communications and External Engagement Team and will contribute to content creation and support the knowledge management of various communication assets. They will receive day-to-day guidance from the Senior Strategic Communications Advisor/Team Lead and the Communications Advisor.

This position will be hired under Public Health Institute (PHI).   Position Summary:   USAID's Bureau for Global Health supports health programs in partner countries, advances research and innovation in areas relevant to overall Agency health objectives, and transfers new technologies through its own programmatic work, coordination with other donors, and a portfolio of grants. Global health is a global good with consequences that not only affect the people of developing nations, but also directly affect the interests of American citizens.   The Office of Maternal and Child Health and Nutrition, within USAID’s Bureau for Global Health (GH/MCHN), serves as the Agency’s technical and policy lead on maternal newborn and child health, immunization, nutrition, and environmental health, with a focus on preventing child and maternal deaths and improved nutrition, and supporting other related Agency priorities. The Senior Advisor for Monitoring, Evaluation, Research and Learning (MERL) in Maternal, Child Health (MCH), and Nutrition will work as an institutional support contractor (ISC) in USAID’s Bureau for Global Health, Office of Maternal and Child Health and Nutrition (MCHN), Research and Policy (RP) Division. The Senior Advisor for MERL will provide technical support in the application of MERL in support of Preventing Child and Maternal Deaths Framework for Action and the Getting to 2030: Maternal and Child Health and Nutrition Technical Roadmap (https://www.usaid.gov/global-health/health-areas/maternal-and-child-health/mchnroadmap). The Senior Advisor for Implementation Research in the RP Division will act as the USAID point of contact for this position. The position will work in a matrix management environment and be a member of one or more formal and informal teams. The Senior Advisor will be responsible for providing MERL support to the MCHN Office, MCH/Nutrition/WASH-focused global projects, USAID Missions and USAID bilateral awards along with special MCHN Office, Bureau for Global Health and priority Agency initiatives, such as Primary Impact and Localization, as required. There are four major areas of responsibility:   - Contribute to USAID’s global technical leadership in MERL for MCH, Nutrition and WASH. - Provide expert MERL support to USAID Missions and USAID global and bilateral projects. - Contribute to USAID’s annual reporting, portfolio reviews and budget development processes and support special initiatives. - Support analysis, documentation, knowledge management and dissemination activities working in collaboration with the MCHN communications team.   MERL support provided will include guidance on improving routine and periodic measurement of coverage, quality, equity, and cost of evidence based MCH and nutrition interventions and practices, use of data for decision making and individual and organizational capacity strengthening in MERL. This position will also conduct secondary analyses of data from sample surveys, routine data/monitoring systems, and other data sources; contribute to program evaluation and cost analysis design, implementation oversight and dissemination; contribute to development and/or review of Mission, project and office learning agendas and performance monitoring plans, and share MERL evidence and best practices. The MERL Advisor will further contribute to USAID’s global leadership activities in MERL for MCH, nutrition and WASH and the overall development of MCHN Office strategies and activities, development of theories of change, and priority setting. This is anticipated to be undertaken through collaboration with other donors and multilateral agencies including the World Bank, UNFPA, UNICEF, WHO, the Bill and Melinda Gates Foundation, and by engaging with USAID Mission staff within countries.   The successful candidate will have a wide range of MERL expertise and practical experience applying this expertise to the design, implementation, monitoring, evaluation, modification and scale up of evidence-based health-related programs in low- and middle-income countries (LMICs). Specifically, the candidate should have experience with program process, performance, and impact evaluation; implementation research; context and performance monitoring and innovative complexity aware monitoring and evaluation methods (e.g., Most Significant Change), as well as approaches to building MERL capacity among local actors and entities. In addition, experience in conducting cost analysis is preferred.   Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

This position will be hired under Public Health Institute (PHI).   Access to a choice of quality, affordable contraceptive methods is an essential component in the provision of family planning and reproductive (FP/RH) services, and in turn the ability of women and men to make reproductive choices.  However, because of inadequate and unreliable financing for contraceptive supplies and the supply chains needed to distribute them, many low- and middle-income countries (LMICs) are unable to maintain access to FP/RH services for people who need them, most especially the poor and near poor. The Senior Financing Advisor will be responsible to lead Agency efforts to strengthen financing and policy environments that support access to contraceptives, with a primary focus on increasing access to financing for the procurement and distribution of contraceptives and other FP/RH commodities in the public and private sectors.   The Senior Health  Financing Advisor will serve as a senior technical advisor in the Commodity Security and Logistics (CSL) Division, Office of Population and Reproductive Health (PRH), Bureau for Global Health (GH).  The CSL Division is one of four divisions within PRH.  PRH advances and supports family planning and reproductive health (FP/RH) programs worldwide.  The Office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes, and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives.  PRH is committed to advancing and supporting a more inclusive, diverse, equitable, accessible, anti-racist and learning community and to integrating these values into Office operations, functions, and programming.  PRH believes that having a diverse workforce benefits and enriches the development of all staff and our work.   The CSL Division includes 19 staff and serves as a world leader to ensure the long-term availability for clients in low- and middle-income countries of a range of quality-assured contraceptives and FP/RH commodities.  The Division achieves its mission through (1) procurement and delivery of contraceptives and FP/RH commodities for country programs in the public and private sectors; (2) technical assistance to strengthen sustainable country-led supply chains that are resilient and responsive to local contexts and needs; and (3) global thought leadership to serve as a trusted resource in the global public health supply chain community.  The CSL Division thus oversees a global supply chain that procures and delivers FP/RH commodities for USAID-supported country programs; provides technical and management support to Mission-funded programs for supply chain strengthening; and has responsibility for headquarters funding for global technical leadership, Mission support, and partnerships in support of its mission.  CSL staff support USAID Mission investments in FP/RH commodity procurement and related supply chain technical assistance.

The PEC division works with partners within USAID and externally in order to promote effective family planning advocacy, policy, financing, and governance (policy); collect, analyze, and evaluate data for evidence-based decision making (evaluation); develop and implement communication efforts to influence attitudes, norms, and behaviors or beneficiaries and providers (communication). PEC provides technical leadership, strategic direction, and implementation oversight, support to field missions, partner coordination, and performance tracking for family planning. PEC also provides technical input for evaluation efforts across the population, health and nutrition sector.   The Demography and Health Technical Advisor (Advisor) serves in the PEC Division within the Office of Population and Reproductive Health in the Bureau for Global Health. The Advisor will contribute to the Global Health Bureau's family planning and reproductive health (FP/RH) program by providing technical support in the design, implementation, and evaluation of data collection, monitoring, and data use efforts supported through PRH. They will support the FP/RH program broadly and the PEC Division specifically by participating in the teams tasked with managing flagship data and survey programs and any other monitoring and evaluation projects as needed by the Division. The Advisor will receive overall programmatic guidance from both the Senior Demographer of the Office of PRH, as well as the award management team leads.
