Position Summary

The Data Analyst supports USAID’s Bureau for Global Health’s Office of Infectious Disease, Emerging Threats Division (ETD) as a Credence Institutional Support Contractor (ISC).

 

The COVID-19 pandemic is a strong reminder of the effect that an emerging pathogen can have on people’s health, on global economies, and the importance of strengthening country capacities to prevent, detect, and respond to emerging infectious disease threats. ETD implements USAID’s Global Health Security (GHS) Program to strengthen prevention, detection, and response capacities in partner countries to minimize threats posed by emerging infectious diseases. Viruses are spilling over from animals to humans with increased frequency. Global systems are ill-equipped to identify and contain threats and lack sufficient attention to the capacities necessary to achieve health security. 

 

USAID’s GHS program fills critical gaps in building sustained and coordinated One Health capacities that incorporate linkages between human, animal, and environmental health. In collaboration with countries and working with a unique set of multi-sectoral partners, the GHS Program strengthens preparedness and ensures capacities are in place to:  1) Prevent avoidable disease outbreaks; 2) Detect threats early; 3) Respond rapidly and effectively when outbreaks occur.

 

The Data Analyst provides strategic information analytic support to ETD. The Data Analyst utilizes statistical approaches and software programs to conduct analyses and visualization to inform GHS monitoring, reporting, budgeting, and data application for learning, adaptation and communications products. The Data Analyst provides technical support for the application of GHS data analysis and visualization to improve use of financial and program data to assess program performance, promote efficiencies, optimize resources, and communicate progress to internal and external audiences. The Data Analyst compiles and organizes epidemiologic, programmatic, and budgetary data for a variety of products aimed at a diverse audience, including USAID, external partners, and the public.

 

Salary Range

Full salary range for this position is $78,780 to $124,540 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

  • Design, develop, and deliver high quality visualization and information products to support USAID GHS programming at all stages of the USAID Program Cycle.
  • Provide ETD with data- focused, clear, digestible analytical information for improved planning, budgeting, monitoring, evaluation, and reporting of GHS programs.
  • Provide data driven content for the GHS website, country dashboards, fact sheets, presentations, briefers, and other USAID information products for a variety of audiences.
  • Support GHS interagency annual and semi-annual reporting processes, including providing robust qualitative and quantitative data analysis for report preparation.
  • Develop and maintain robust R scripts for data manipulation, analysis, and visualization.
  • Utilize the Azure cloud environment for data storage, analysis, and scalable computing.
  • Conduct detailed text analysis, including extracting, analyzing, and visualizing narrative/large-scale text data information from multiple reports and data sources.
  • Extract, transform, and load large quantities of data from implementing partners and online open source infectious disease outbreak data.
  • Participate in the development and deployment of data analytics solutions within a Continuous Integration/Continuous Development (CI/CD) framework, ensuring integration of analytics tools and systems.
  • Coordinate with USAID’s Office of the Chief Information Officer (M/CIO) to support reporting into the Development Information Solution (DIS), including communicating system functionality requirements.
  • Travel internationally and/or domestically, as necessary.
  • Other duties as assigned.

Education, Requirements and Qualifications

  • Master’s degree and 4 years of relevant experience, Bachelor’s degree and 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, or High School Diploma and 10 years of relevant experience.
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Demonstrated experience in management and analysis of programmatic data streams, development of reports and data visualizations, and/or contribution to the design and development of a data management system.
  • Experience in statistical analysis, data pipelines, and use of statistical computer programs to manipulate data and draw insights from large datasets.
  • Experience in deploying dashboards, using statistical software (ex:  R, Tableau) and employing data visualization tools (ex:  Excel, Tableau).
  • Ability to develop and deploy scripts based on requirements provided by technical subject matter expert requests preferred. This may include data visualizations, text document scraping, and/or advanced predictive and text statistical modeling and analysis.
  • Working knowledge of the Azure cloud environment, including experience with Azure storage options and analytics services preferred.
  • Experience with USAID IT platforms Phoenix, DIS, G-Invoicing, and/or Tableau preferred.
  • Demonstrated experience in and understanding of issues relating to GHS and One Health programming data in developing country context preferred.
  • Experience working in and/or working with USAID Missions preferred.
  • Understanding of and experience using data analytics to support elements of the USAID Program Cycle (monitoring, evaluation, reporting, budgeting, etc.) preferred.
  • Highly organized and detail oriented.
  • Excellent analytical and written and oral communication skills.
  • Strong interpersonal skills and ability to work as part of a cross cultural team.
  • Ability to travel internationally and/or domestically approximately 10%, as needed.
