GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.   Credence Management Solutions, LLC (Credence) is seeking two Population-Based Survey-Survey Methods Consultants within USAID’s Bureau for Resilience and Food Security (RFS).   Summary Statement The Bureau for Resilience and Food Security (RFS) partners to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect sustainable development progress. RFS’s Policy and Analysis Office (PA) leads efforts to mobilize diverse public and private sector partners to engage in a shared resilience and food security agenda, analytics, performance management, and learning to support countries’ efforts to strengthen policy systems and public investments in resilience and food security.   Starting in July 2021, PA will begin the Surveys for Monitoring in Resilience and Food Security (SMRFS) activity. The SMRFS activity will conduct population-based surveys (PBSs) to obtain data to monitor progress toward sustainable reductions in global hunger, poverty, malnutrition, and water insecurity in RFS focus geographies. The data will support monitoring, evaluation and learning systems for RFS strategies and initiatives (i.e., Multi-sectoral Nutrition Strategy, Water Strategy and Feed the Future); help meet accountability and adaptive management needs of RFS and the field Missions; and improve the ability of RFS and the Agency to share evidence of impact with stakeholders.   PA seeks the technical expertise of two population-based survey methods consultants, GS-13 equivalent, to support the Surveys for Monitoring in Resilience and Food Security (SMRFS) Project Management Team (PMT). These positions are funded for two years.   Job Requirements The Consultants will support the management of multi-sectoral population-based surveys in RFS sectors, including nutrition, WASH, resilience, and agriculture.   Note: This is a term limited position for 2 years.

GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.   Credence Management Solutions, LLC (Credence) is seeking Infectious Disease Advisor within USAID’s Bureau for Africa (AFR).   Summary Statement The Bureau for Africa’s Health Division, within the Office of Sustainable Development (AFR/SD/H), coordinates AFR policies and strategies for USAID’s health programs in Africa, which totals approximately $5 billion annually and represent the Agency’s largest investments on the continent. The Health Division directly manages approximately $13 million, which it uses to fund activities that support African institutional capacity strengthening, and improvements in the quality, availability, and access to health services for Africa's most vulnerable populations. This includes programs to address data for decision-making, health financing challenges, as well as expanding relationships with regional networks and institutions. The Division works across all health sectors, including maternal, newborn, and child health, reproductive health, infectious diseases, global health security, and health systems strengthening.  Additionally, the Division works closely with African institutions and donor partners such as the World Health Organization's Africa Regional Office, the African Union, Regional Economic Communities, the World Bank, and UNICEF.    The Bureau for Africa’s Health Division routinely partners with the Bureau for Global Health’s Office of Infectious Diseases to support regional, sub-regional, and country-level preparedness and outbreak response activities on the continent.  When it comes to combating new, emerging, and re-emerging infectious diseases, USAID plays a unique role supporting preparedness, detection, and response by bringing together technical and programmatic expertise in global health and humanitarian assistance along with country and regional expertise to produce a comprehensive and holistic approach to global health security.  The Emerging Threats Division’s Global Health Security (GHS) Program implements projects across countries in Africa including the Global Health Security Agenda (GHSA), and provides a framework for international, multi-sectoral, intra- and inter-agency collaboration and coordination.  USAID supports GHS through a portfolio of activities implemented and coordinated by the Emerging Threats Division.   Job Requirements The Infectious Disease Advisor position is in the Health Division of the Office of Sustainable Development, Bureau for Africa.  The position will support USAID’s efforts to advance GHS across the African continent.  The Infectious Disease Advisor will work in close collaboration with teammates in the Health Division and across the Bureau for Africa, the Emerging Threats Division and Bureau for Global Health, as well as other USAID Bureaus, including the Bureau for Humanitarian Assistance.  S/he will support outbreak response, provide technical support to GHS programs and activities, coordinate strategic and technical support to USAID missions in the Africa region, conduct program reviews and assessments, and support implementation of other Agency priorities.   More specifically, the objective of this position is to provide country backstopping, coordination, and programmatic support to promote successful implementation, monitoring, and reporting on GHS and new, emerging, and re-emerging infectious diseases across the African region. Successful completion of this objective will require intensive networking, collaboration, and coordination with a wide array of stakeholders including USAID missions in Africa, government partners, ministries, economic entities, international organizations, non-governmental organizations (NGOs), and other implementing partners.   The Advisor will receive technical guidance from the USAID Africa Bureau/SD/Health Senior Infectious Disease Advisor, who will serve as Point of Contact (POC) and will coordinate closely with the Emerging Threats Division leadership.

OHA provides strategic guidance, technical leadership, and support to field programs in HIV, including direction on allocation of financial and human resources and technical assistance in design, implementation and monitoring of HIV programs.   The Strategic Information, Evaluation and Informatics Division (GH/OHA/SIEI) provides strategic direction, technical leadership, and support to OHA and USAID missions in managing and utilizing data and data systems for epidemic control. The SIEI Division advances data science and infrastructure leading to smarter decision-making, improved USAID programs, and ultimately better health outcomes for beneficiaries. GH/OHA/SIEI is composed of four Branches - Health Informatics, Evaluation, Expenditure Analysis, and Strategic Information. The Strategic Information Branch (GH/OHA/SIEl/SI) provides technical expertise to support and promote data-informed decision making, through program monitoring, reporting and analysis to achieve HIV epidemic control. The Branch supports headquarters and missions by strengthening capacity for program monitoring and surveillance to improve HIV programs and to provide accountability, oversight and management of programs and partners. This position closely works on day-to-day basis with the SI Branch Chief in the Strategic Information, Evaluation and Informatics Division, who serves as the POC.   Job Requirements Data Analyst will conduct integrated data analysis and will support the interpretation and dissemination of HIV-related data and analytics tools to facilitate data use for program improvement and decision-making for USAID stakeholders. S/he will work closely with technical program experts at USAID Headquarters and Missions in the development and execution of data analyses and visualizations.   The Data Analyst will develop/expand expertise in PEPFAR data systems and data sources, analytics, and visualizations in order to collaborate with technical and program stakeholders. The Data Analyst will develop single and multi-data stream analytics to be used to assess USAID’s program efficiency, effectiveness, and impact. The IBS operational baseline represents the migration, integration, and consolidation of existing tactical data dissemination into a common architecture message format. The IBS system of systems consists of many interface exchange requirements, involving most sensor systems, and spanning all Services, CCMDs, and partner nations.
