ETD implements USAID’s Global Health Security (GHS) Program to strengthen prevention, detection, and response capacities in partner countries to minimize threats posed by emerging infectious diseases. Viruses are spilling over from animals to humans with increased frequency. Global systems are ill-equipped to identify and contain threats and lack sufficient attention to the capacities necessary to achieve health security.    USAID’s GHS program fills critical gaps in building sustained and coordinated One Health capacities that incorporate linkages between human, animal, and environmental health. In collaboration with countries and working with a unique set of multi-sectoral partners, the GHS Program strengthens preparedness and ensures capacities are in place to:  1) Prevent avoidable disease outbreaks; 2) Detect threats early; 3) Respond rapidly and effectively when outbreaks occur.   The Data Analyst provides strategic information analytic support to ETD. The Data Analyst utilizes statistical approaches and software programs to conduct analyses and visualization to inform GHS monitoring, reporting, budgeting, and data application for learning, adaptation and communications products. The Data Analyst provides technical support for the application of GHS data analysis and visualization to improve use of financial and program data to assess program performance, promote efficiencies, optimize resources, and communicate progress to internal and external audiences. The Data Analyst compiles and organizes epidemiologic, programmatic, and budgetary data for a variety of products aimed at a diverse audience, including USAID, external partners, and the public.

This position will be hired under Public Health Institute (PHI).   The Africa Bureau Health Team, within the Office of Sustainable Development (AFR/SD/H), coordinates Africa Bureau policies and strategies for all of USAID’s health programs in Africa, which total approximately $5 billion annually and represent the Agency’s largest investments on the continent. The Health Team directly manages funding and activities that support African institutional capacity development, as well as the identification and resolution of policy, program, and technical issues that are unique to the African context.   The Health Team works in close collaboration with other USAID Bureaus, including the Bureau for Global Health, the Bureau for Democracy, Human Rights, and Governance, Bureau for Humanitarian Affairs, Bureau for Conflict Prevention and Stabilization, Bureau for Inclusive Growth, Partnerships, and Innovation, Bureau for Resilience, Environment and Food Security, to integrate programs and coordinate strategic and technical support to USAID missions, program reviews and assessments, staff development, and other Agency priorities. The Health Team works closely with African institutions and donor partners such as the World Health Organization's Africa Regional Office, the African Union, Regional Economic Communities, the World Bank, and UNICEF.   The Africa Bureau Health Team has an annual budget of approximately $13 million, which includes the management of activities that support African capacity development and improving the quality, availability, and access to health services for Africa's most vulnerable populations. The Team works across all health sectors, including maternal, newborn, and child health (MNCH), reproductive health, infectious diseases such as malaria, tuberculosis, HIV/AIDS, global health security, and health systems strengthening.   Position Summary: The Africa Regional Advisor for Tuberculosis and HIV/AIDS will primarily support the Africa Bureau as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will employ public health programming experience in the African context and will gain an understanding and appreciation for the central functions of a decentralized donor agency in program planning, implementation, and evaluation. OHA provides strategic direction, technical leadership, and support to field programs in HIV/AIDS. This position will be hired under Public Health Institute (PHI).   Position Summary: The Bureau for Global Health serves as USAID’s primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV/AIDS, infectious diseases, maternal, newborn and child health and nutrition (MNCHN), family planning and reproductive health (FP/RH), and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs, and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries. Within GH, the Office of Population and Reproductive Health (PRH) works to advance and support voluntary family planning and reproductive health programs worldwide to reduce unintended pregnancy and foster improved reproductive health behaviors. PRH undertakes activities and manages programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behavior, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs. PRH provides strategic direction, global technical leadership, and support to field programs; ensures responsiveness to Congressional and Administration priorities, directives, and restrictions; and provides information on USAID’s family planning and reproductive health programs. The Service Delivery Improvement Division (SDI) is one of four divisions in PRH. SDI develops and applies innovative strategies across a range of public, private, and community sectors that improve the performance of individuals, organizations, and systems for the sustainable delivery of quality family planning and reproductive health services. SDI and the Maternal, Newborn and Child Health and Nutrition Office collaborate on a number of projects with integrated approaches to expanding access to and use of quality MNCH/FP/RH services, such as postpartum family planning, postabortion care, and fistula prevention and repair, each of which includes skilled clinical care. Increasingly, the countries PRH serves are affected by fragility and shocks and stresses which can have detrimental effects on access to and use of quality family planning and reproductive health services, including for underserved and marginalized populations, such as adolescents and youth. The Senior Family Planning Technical Advisor, Fragile Settings will primarily support the Service Delivery Improvement Division of Office of Population and Reproductive Health (PRH) as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will provide family planning expertise and technical assistance for SDI on best practices for implementing and advancing family planning and reproductive health programs in fragile settings and in leveraging FP/RH programs to support resilience activities in the humanitarian-development-peace nexus. This strategic approach includes reaching the unreached, primary health care, human resources for health, local partnership, commitment and accountability, and data for decision making.   Further, the Office’s maternal and child nutrition programming is guided by the Global Malnutrition Prevention and Treatment Act (GMPTA) of 2021, which was signed into law on October 19, 2022. This legislation directs the USAID Administrator to: 1) advance targeted and evidenced-based interventions for the prevention and treatment of global malnutrition; and 2) improve coordination of such programs. GMPTA prioritizes targeting vulnerable populations, especially children under 5, and pregnant and lactating women.   The Communications Assistant will be an integral part of the MCHN Strategic Communications and External Engagement Team and will contribute to content creation and support the knowledge management of various communication assets. Cross-cutting activities managed by the Office in support of this goal include private sector partnerships, social and behavior change, MCHN policy, multilateral partnerships, gender, innovation, monitoring, evaluation, research/research utilization and learning (MERL).   MCHN’s Research and Policy Division (GH/MCHN/RP) is responsible for technical leadership, guidance, and coordination to advance a systematic approach to the use of policy, behavior change, community and private sector engagement, innovation, monitoring, evaluation, research/research utilization and learning to accelerate the uptake, sustained and effective use of, and scale-up of maternal, newborn, child, water, and sanitation (WASH) and nutrition programming. The RPD is one of four divisions in the MCHN Office, which also includes the Maternal and Newborn Health Division, the Child Health and Immunization Division and the Nutrition and Environmental Health Division. RPD staff support the MERL needs of other MCHN Divisions as well as USAID Missions, the Bureau for Global Health, and the Agency at large. The Senior Advisor for Monitoring, Evaluation, Research and Learning (MERL) in Maternal, Child Health (MCH), and Nutrition will work as an institutional support contractor (ISC) in USAID’s Bureau for Global Health, Office of Maternal and Child Health and Nutrition (MCHN), Research and Policy (RP) Division. The Senior Advisor for MERL will provide technical support in the application of MERL in support of Preventing Child and Maternal Deaths Framework for Action and the Getting to 2030: Maternal and Child Health and Nutrition Technical Roadmap (https://www.usaid.gov/global-health/health-areas/maternal-and-child-health/mchnroadmap). The Senior Advisor for Implementation Research in the RP Division will act as the USAID point of contact for this position. The position will work in a matrix management environment and be a member of one or more formal and informal teams.
