The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals.   Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior Advisor for Monitoring, Evaluation, Research, and Learning (MERL) under GHTASC. This position will be hired under Public Health Institute (PHI).   Position Summary:   USAID's Bureau for Global Health supports health programs in partner countries, advances research and innovation in areas relevant to overall Agency health objectives, and transfers new technologies through its own programmatic work, coordination with other donors, and a portfolio of grants. Global health is a global good with consequences that not only affect the people of developing nations, but also directly affect the interests of American citizens.   The Office of Maternal and Child Health and Nutrition, within USAID’s Bureau for Global Health (GH/MCHN), serves as the Agency’s technical and policy lead on maternal newborn and child health, immunization, nutrition, and environmental health, with a focus on preventing child and maternal deaths and improved nutrition, and supporting other related Agency priorities. Cross-cutting activities managed by the Office in support of this goal include private sector partnerships, social and behavior change, MCHN policy, multilateral partnerships, gender, innovation, monitoring, evaluation, research/research utilization and learning (MERL).   MCHN’s Research and Policy Division (GH/MCHN/RP) is responsible for technical leadership, guidance, and coordination to advance a systematic approach to the use of policy, behavior change, community and private sector engagement, innovation, monitoring, evaluation, research/research utilization and learning to accelerate the uptake, sustained and effective use of, and scale-up of maternal, newborn, child, water, and sanitation (WASH) and nutrition programming. The RPD is one of four divisions in the MCHN Office, which also includes the Maternal and Newborn Health Division, the Child Health and Immunization Division and the Nutrition and Environmental Health Division. RPD staff support the MERL needs of other MCHN Divisions as well as USAID Missions, the Bureau for Global Health, and the Agency at large. The Senior Advisor for Monitoring, Evaluation, Research and Learning (MERL) in Maternal, Child Health (MCH), and Nutrition will work as an institutional support contractor (ISC) in USAID’s Bureau for Global Health, Office of Maternal and Child Health and Nutrition (MCHN), Research and Policy (RP) Division. The Senior Advisor for MERL will provide technical support in the application of MERL in support of Preventing Child and Maternal Deaths Framework for Action and the Getting to 2030: Maternal and Child Health and Nutrition Technical Roadmap (https://www.usaid.gov/global-health/health-areas/maternal-and-child-health/mchnroadmap). The Senior Advisor for Implementation Research in the RP Division will act as the USAID point of contact for this position. The position will work in a matrix management environment and be a member of one or more formal and informal teams. The Senior Advisor will be responsible for providing MERL support to the MCHN Office, MCH/Nutrition/WASH-focused global projects, USAID Missions and USAID bilateral awards along with special MCHN Office, Bureau for Global Health and priority Agency initiatives, such as Primary Impact and Localization, as required. There are four major areas of responsibility:   - Contribute to USAID’s global technical leadership in MERL for MCH, Nutrition and WASH. - Provide expert MERL support to USAID Missions and USAID global and bilateral projects. - Contribute to USAID’s annual reporting, portfolio reviews and budget development processes and support special initiatives. - Support analysis, documentation, knowledge management and dissemination activities working in collaboration with the MCHN communications team.   MERL support provided will include guidance on improving routine and periodic measurement of coverage, quality, equity, and cost of evidence based MCH and nutrition interventions and practices, use of data for decision making and individual and organizational capacity strengthening in MERL. This position will also conduct secondary analyses of data from sample surveys, routine data/monitoring systems, and other data sources; contribute to program evaluation and cost analysis design, implementation oversight and dissemination; contribute to development and/or review of Mission, project and office learning agendas and performance monitoring plans, and share MERL evidence and best practices. The MERL Advisor will further contribute to USAID’s global leadership activities in MERL for MCH, nutrition and WASH and the overall development of MCHN Office strategies and activities, development of theories of change, and priority setting. This is anticipated to be undertaken through collaboration with other donors and multilateral agencies including the World Bank, UNFPA, UNICEF, WHO, the Bill and Melinda Gates Foundation, and by engaging with USAID Mission staff within countries.   The successful candidate will have a wide range of MERL expertise and practical experience applying this expertise to the design, implementation, monitoring, evaluation, modification and scale up of evidence-based health-related programs in low- and middle-income countries (LMICs). Specifically, the candidate should have experience with program process, performance, and impact evaluation; implementation research; context and performance monitoring and innovative complexity aware monitoring and evaluation methods (e.g., Most Significant Change), as well as approaches to building MERL capacity among local actors and entities. In addition, experience in conducting cost analysis is preferred.   Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

The objectives of RTU’s research program in Family Planning and Reproductive Health are to provide new and/or improved technologies; improve the quality, accessibility and cost-effectiveness of family planning and related reproductive health services; strengthen developing country institutional capabilities to use research to diagnose and solve service delivery problems; and enhance the dissemination and utilization of research results.   The Senior Sexual and Reproductive Health Research Advisor will provide technical expertise and leadership to the RTU Division of PRH and, additionally, as directed by the PRH Office, to the Global Health (GH) Bureau. As a member of the RTU Division, the Advisor works collaboratively with colleagues in other divisions in PRH, offices of the GH Bureau, and USAID Missions. They will receive day-to-day guidance from the Chief of the RTU Division.

This position will be hired under Public Health Institute (PHI).   Access to a choice of quality, affordable contraceptive methods is an essential component in the provision of family planning and reproductive (FP/RH) services, and in turn the ability of women and men to make reproductive choices.  However, because of inadequate and unreliable financing for contraceptive supplies and the supply chains needed to distribute them, many low- and middle-income countries (LMICs) are unable to maintain access to FP/RH services for people who need them, most especially the poor and near poor. The Senior Financing Advisor will be responsible to lead Agency efforts to strengthen financing and policy environments that support access to contraceptives, with a primary focus on increasing access to financing for the procurement and distribution of contraceptives and other FP/RH commodities in the public and private sectors.   The Senior Health  Financing Advisor will serve as a senior technical advisor in the Commodity Security and Logistics (CSL) Division, Office of Population and Reproductive Health (PRH), Bureau for Global Health (GH).  The CSL Division is one of four divisions within PRH.  PRH advances and supports family planning and reproductive health (FP/RH) programs worldwide.  The Office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes, and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives.  PRH is committed to advancing and supporting a more inclusive, diverse, equitable, accessible, anti-racist and learning community and to integrating these values into Office operations, functions, and programming.  PRH believes that having a diverse workforce benefits and enriches the development of all staff and our work.   The CSL Division includes 19 staff and serves as a world leader to ensure the long-term availability for clients in low- and middle-income countries of a range of quality-assured contraceptives and FP/RH commodities.  The Division achieves its mission through (1) procurement and delivery of contraceptives and FP/RH commodities for country programs in the public and private sectors; (2) technical assistance to strengthen sustainable country-led supply chains that are resilient and responsive to local contexts and needs; and (3) global thought leadership to serve as a trusted resource in the global public health supply chain community.  The CSL Division thus oversees a global supply chain that procures and delivers FP/RH commodities for USAID-supported country programs; provides technical and management support to Mission-funded programs for supply chain strengthening; and has responsibility for headquarters funding for global technical leadership, Mission support, and partnerships in support of its mission.  CSL staff support USAID Mission investments in FP/RH commodity procurement and related supply chain technical assistance.

Tasks include but are not limited to maintenance of various GeoBase data layers, creation of new data layers, performing spatial analysis, collection/maintenance of GeoBase features.Project assignments will include field collection of data to support projects performed at multiple locations around the globe.Must be able to utilize ESRI ArcGIS to prepare data sources and maps in support of planning charrettes. Able to perform migration of CAD to GIS, various GeoBase functions, i.e., build data sets, perform QA/QC, develop queries, create maps, etc. in preparation of project deliverables.

The PEC division works with partners within USAID and externally in order to promote effective family planning advocacy, policy, financing, and governance (policy); collect, analyze, and evaluate data for evidence-based decision making (evaluation); develop and implement communication efforts to influence attitudes, norms, and behaviors or beneficiaries and providers (communication). PEC provides technical leadership, strategic direction, and implementation oversight, support to field missions, partner coordination, and performance tracking for family planning. PEC also provides technical input for evaluation efforts across the population, health and nutrition sector.   The Demography and Health Technical Advisor (Advisor) serves in the PEC Division within the Office of Population and Reproductive Health in the Bureau for Global Health. The Advisor will contribute to the Global Health Bureau's family planning and reproductive health (FP/RH) program by providing technical support in the design, implementation, and evaluation of data collection, monitoring, and data use efforts supported through PRH. They will support the FP/RH program broadly and the PEC Division specifically by participating in the teams tasked with managing flagship data and survey programs and any other monitoring and evaluation projects as needed by the Division. The Advisor will receive overall programmatic guidance from both the Senior Demographer of the Office of PRH, as well as the award management team leads.

This position will be working with a team supporting the Department’s ongoing requirement for information security and accreditation for a wide range of IT General Support Systems and Major Applications within the agency.
