Position Summary:
The U.S. Agency for International Development (USAID) is the United States’ primary foreign assistance agency. Over its 63-year history, the Agency has supported long-term and equitable economic growth, improved health outcomes, democracy, conflict prevention and humanitarian assistance throughout low- and middle-income countries. As a result of this work and the efforts of governments and partners, the world has witnessed an extraordinary 70 percent decline in child mortality over the last 50 years, and a reduction in child deaths from over 12 million in 1990 to 5 million in 2021. Despite this progress, significant work remains to increase coverage of high-impact interventions, strengthen the health systems that support these interventions, improve quality, and address equity gaps that are bottlenecks to enabling children everywhere to survive and thrive.
New evidence on the widespread prevalence of lead exposure and its detrimental impacts has led USAID and the United States Government to prioritize actions to address this problem. Lead exposure has profound and detrimental impacts on health, child development, intelligence, educational outcomes, and overall economic development, especially in low-and middle-income countries (LMICs). Worldwide, as many as 800 million children, or 1 in 3, have elevated blood lead levels (BLL). This causes an average 6-point reduction in IQ, enough to cause a nearly 60% increase in the number of children with intellectual disabilities. Further, recent research indicates that elevated lead levels also account for an estimated 21% of the learning gap between high income countries and LMICs. Elevated lead levels also cause estimated annual losses of at least USD $1 trillion (minimum 5% GDP loss in LMICs) to the global economy solely from the impacts of lead on children. In pregnancy, lead exposure can cause miscarriage, stillbirth, prematurity, and low birth weight. Additionally, lead exposure is recognized to cause cardiovascular disease in adults, and to kill about 1.6 million people each year.
Recognizing the magnitude of this neglected problem, USAID is taking steps to build on the U.S. Government and development partner efforts to address the impacts of lead exposure at national and global levels. USAID has elevated lead exposure and mitigation as a critical Agency priority, and as one of the top three global health priorities in 2024. Preventing lead exposure is important for achieving U.S. Government and Agency commitments across sectors, including under the Global Child Thrive Act, U.S. Government Strategy for Advancing Protection and Care for Children, and the International Basic Education Strategy. USAID has embarked on a number of activities to focus greater attention on this challenge through concerted, multisectoral action.
The Senior Lead Mitigation Advisor will provide coordination and support for expanding USAID’s lead mitigation activities in line with Agency’s strategic vision and within the context of existing health, education, and environment programming. The Advisor will support the GH Bureau’s Lead Mitigation Coordinator in leading across critical workstreams of the Cross-Bureau Lead Mitigation Working Group. Part of the Strategic Communication and Humanitarian Information Division in USAID/BHA’s Global Policy, Partnerships, Programs, and Communications (G3PC) Office, the Press Specialist will be embedded within the Press Team, which is responsible for handling all BHA media engagement and public messaging, working in coordination with USAID’s Bureau for Legislative and Public Affairs (LPA) to ensure that BHA’s activities are highlighted and accurately represented in the media, as well as in external communications products, such as talking points, press releases, press guidance, funding announcements, and social media accounts of USG principals. Position Summary

The Humanitarian Information Team (HIT) is responsible for factual reporting to the public and USG interagency on humanitarian assistance and response efforts globally. HIT Information Officers (IOs) are the lead reporting point of contact for USAID/BHA, providing clear, accurate, and timely information on humanitarian developments and response for program staff and USG senior leadership to support humanitarian decision making.
The HIT comprises more than 50 IOs and Geographic Information Systems (GIS) Specialists, along with a management team, who work closely together. The Office of Population and Reproductive Health (PRH) within the Bureau for Global Health’s (GH) advances and supports family planning and reproductive health (FP/RH) programs worldwide. The Office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes, and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives. The Policy, Evaluation and Communication (PEC) Division within PRH creates the enabling environment for FP/RH. The Knowledge Management (KM) Advisor serves in the PEC Division within the Office of PRH in the USAID Bureau for Global Health. USAID defines KM as “the process of generating, curating, organizing, sharing, and using knowledge to create value or support decision-making in context.” The KM Advisor will contribute to the Global Health Bureau’s family planning and reproductive health (FP/RH) program by providing technical support to the design, implementation, management, monitoring, and evaluation of KM activities within the Office and throughout USAID-funded FP/RH programs. They will build understanding of and capacity for KM among USAID staff within the Office and among USAID Missions and advise on its effective implementation throughout USAID FP/RH programming. GHTASC Workforce Development focuses on strengthening USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities.
The Workforce Development Director is responsible for leading and managing the implementation of Workforce Development services under the contract in collaboration with the GHTASC Project Director, GHTASC Deputy Project Director, the GHTASC Human Capital Director and as a member of the GHTASC Project Management Operations Team. The Workforce Development Director has broad portfolio and program management responsibilities leading the Workforce Development team to deliver on all aspects of three main tasks: Professional Development (PD), Organizational Development (OD) and Workforce Learning (WL).
In addition to providing overall leadership, management, and technical direction, the successful candidate will have experience in leading complex learning, training, and/or leadership development projects, with U.S. Government experience strongly preferred. They will also bring a commitment to and experience in applying and Diversity, Equity, and Inclusion (DEI) best practices to workforce development and will incorporate those practices into staff management.
This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office.
