Credence is seeking a Safe and Accountable Programming (SAP) Advisor to support the Technical and Program Quality (TPQ) in USAID’s Bureau for Humanitarian Assistance (USAID/BHA).  Given that neither technical nor program quality can truly exist without centering affected people, the Safe and Accountable Programming (SAP) Advisor will be a critical part of USAID/BHA’s efforts in making humanitarian programs safer, more dignified, accessible, and accountable to the people we seek to serve. The incumbent will provide technical support and work closely with other teams across USAID/BHA, as well with other stakeholders, to to ensure that USAID/BHA—the largest humanitarian donor globally— supports humanitarian programming that is inherently safe and protective, does not amplify or create risks, and centers affected people, especially the most vulnerable. Remote Eligible: No.   Summary Statement:  The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals.   Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Africa Regional Advisor for Tuberculosis and HIV/AIDS under GHTASC. This position will be hired under Public Health Institute (PHI).   The Africa Bureau Health Team, within the Office of Sustainable Development (AFR/SD/H), coordinates Africa Bureau policies and strategies for all of USAID’s health programs in Africa, which total approximately $5 billion annually and represent the Agency’s largest investments on the continent. The Health Team directly manages funding and activities that support African institutional capacity development, as well as the identification and resolution of policy, program, and technical issues that are unique to the African context.   The Health Team works in close collaboration with other USAID Bureaus, including the Bureau for Global Health, the Bureau for Democracy, Human Rights, and Governance, Bureau for Humanitarian Affairs, Bureau for Conflict Prevention and Stabilization, Bureau for Inclusive Growth, Partnerships, and Innovation, Bureau for Resilience, Environment and Food Security, to integrate programs and coordinate strategic and technical support to USAID missions, program reviews and assessments, staff development, and other Agency priorities. The Health Team works closely with African institutions and donor partners such as the World Health Organization's Africa Regional Office, the African Union, Regional Economic Communities, the World Bank, and UNICEF.   The Africa Bureau Health Team has an annual budget of approximately $13 million, which includes the management of activities that support African capacity development and improving the quality, availability, and access to health services for Africa's most vulnerable populations. The Team works across all health sectors, including maternal, newborn, and child health (MNCH), reproductive health, infectious diseases such as malaria, tuberculosis, HIV/AIDS, global health security, and health systems strengthening.   Position Summary: The Africa Regional Advisor for Tuberculosis and HIV/AIDS will primarily support the Africa Bureau as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will employ public health programming experience in the African context and will gain an understanding and appreciation for the central functions of a decentralized donor agency in program planning, implementation, and evaluation. In collaboration with other team members, the Advisor will provide technical support and oversight on strategies, activities, and other areas related to USAID’s TB and HIV/AIDS programs in Africa. The position will serve in a liaison capacity with counterparts in the Bureau for Global Health (GH) and other USG agencies to ensure coordinated support for countries and sub-regions within Africa. This position will be hired under Public Health Institute (PHI). The Bureau for Global Health serves as USAID’s primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV/AIDS, infectious diseases, maternal, newborn and child health and nutrition (MNCHN), family planning and reproductive health (FP/RH), and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs, and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries. Within GH, the Office of Population and Reproductive Health (PRH) works to advance and support voluntary family planning and reproductive health programs worldwide to reduce unintended pregnancy and foster improved reproductive health behaviors. PRH undertakes activities and manages programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behavior, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs. The Service Delivery Improvement Division (SDI) is one of four divisions in PRH. SDI develops and applies innovative strategies across a range of public, private, and community sectors that improve the performance of individuals, organizations, and systems for the sustainable delivery of quality family planning and reproductive health services. SDI and the Maternal, Newborn and Child Health and Nutrition Office collaborate on a number of projects with integrated approaches to expanding access to and use of quality MNCH/FP/RH services, such as postpartum family planning, postabortion care, and fistula prevention and repair, each of which includes skilled clinical care. Position Summary: Increasingly, the countries PRH serves are affected by fragility and shocks and stresses which can have detrimental effects on access to and use of quality family planning and reproductive health services, including for underserved and marginalized populations, such as adolescents and youth. The Workforce Development Director has broad portfolio and program management responsibilities leading the Workforce Development team to deliver on all aspects of three main tasks: Professional Development (PD), Organizational Development (OD) and Workforce Learning (WL).   In addition to providing overall leadership, management, and technical direction, the successful candidate will have experience in leading complex learning, training, and/or leadership development projects, with U.S. Government experience strongly preferred.
