USAID is the U.S. Government’s lead agency for international development and humanitarian efforts. The Agency’s global health priorities are to prevent child and maternal deaths, control the HIV/AIDS epidemic, and combat infectious diseases. These call for dedicated attention to ensuring that patients can obtain and use essential health commodities, including for FP/RH, when and where they need them.
As part of the PRH Office, the CSL Division is a world leader towards ensuring the long-term availability for clients of a wide range of high-quality contraceptives and FP/RH commodities through public and private channels. The Division: (1) oversees the procurement and delivery of contraceptives and other commodities for health programs in low- and middle-income countries; (2) supports public and private entities in these countries to transform their health supply chains to be self-reliant and responsive to current and future needs; and (3) serves as a thought leader in the global public health supply chain community. The Supply Chain Advisor will play critical roles in all three areas.
The Supply Chain Advisor will serve as a technical expert in supply chain management in the Commodity Security and Logistics Division (CSL) of the Office of Population and Reproductive Health (PRH) in the Bureau for Global Health (GH) of the U.S. Agency for International Development (USAID). The Office of HIV/AIDS (OHA), within USAID’s Bureau for Global Health (GH), has overarching responsibility for the full range of USAID's HIV/AIDS programs and serves as the Agency's lead office for implementing the interagency U.S. President's Emergency Plan for AIDS Relief (PEPFAR). OHA staff ensure the technical integrity of USAID's headquarters and overseas Mission strategies and programs; provide global technical leadership on the full range of interventions related to HIV prevention, care, and treatment; lead HIV research programs; support USAID Missions in working with partners and other government agencies; and monitor, evaluate and report on the impact of the Agency's HIV/AIDS programs in support of PEPFAR goals.
The Supply Chain for Health (SCH) Division provides strategic and technical leadership on supply chain issues to ensure adequate quantity and quality of essential commodities for people affected by HIV/AIDS and related infections. SCH is responsible for managing the largest public health supply chain in the world. Specifically, the Division is responsible for:
- Operating a sustainable central procurement operation and managing the supply chain for HIV/AIDS commodities. This includes procuring and distributing pharmaceuticals and other commodities needed to provide care and treatment of persons with HIV/AIDS and related infections.

AFR/SD's Health Team works across all sectors related to health. The team directly manages activities that support African capacity development and improving the lives of Africa's most vulnerable populations. The Health Team works in close collaboration with other USAID Bureaus, including the Bureau for Food Security, the Bureau for Global Health and the Bureau for Democracy, Conflict and Humanitarian Assistance, to integrate programs and coordinate strategic and technical support to USAID missions, program reviews and assessments, staff development, etc. It works closely with African and donor partners such as the African Union, the World Bank and others.
The Program Advisor plays a pivotal role on the AFR/SD Health Team, performing a variety of complex coordination, communication, consensus building, and problem-solving duties. These duties range from collecting, compiling, and analyzing data in support of a specific health element and Technical Advisor; working with Technical Advisors to provide input on technical issues; advising Health Team management on programmatic and budgetary strategies and team managerial issues like planning retreats, strategy sessions, and portfolio reviews; planning and co-facilitating technical workshops; and providing recommendations to Health Team management on budget, strategy, and team cohesion and effectiveness. The Program Advisor will also serve on Global Health Bureau-led Country Teams, providing support to Missions both virtually and via in-person TDYs, as well as advise and assist the Health Team with overall support and other duties as needed.
The Program Advisor serves as an activity coordinator on one or more of the Health Team’s cooperative agreements. In this role, the Program Advisor will coordinate communications with the implementing partner(s), draft agendas and schedule routine meetings and phone calls; request and draft quarterly accruals for AOR review and approval; coordinate project management team’s reviews of routine documents like quarterly reports, work plans, and annual reports; review and provide comments on routine documents submitted from implementing partner; and maintain project calendar and ensure timely submission of required documents from partner. The Program Advisor position also fills a critical family planning compliance policy-related role for the Health Team, tracking and monitoring the recently augmented and currently evolving Protecting Life in Global Health Assistance (PLGHA) policy, which affects most USAID Missions in Africa.
The Program Advisor ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual must develop a working knowledge of USAID policies, practices, and procedures as well as AFR/SD technical issues and policies and communicate these to the Health Team and advise on appropriate next steps as needed.
