The Financial Analyst will support the SSC/IA providing strategic fiscal guidance and resource management expertise across multinational partnerships, cooperative programs, and foreign military sales (FMS) activities. This role ensures financial integrity and operational alignment with international engagements and SSC’s mission-critical objectives.
Full salary range for this position is $150,000 to $200,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
Budget Formulation & Execution
Develop, maintain, and monitor budgets for international initiatives
Track and reconcile financial transactions across multiple funding streams
Engage in scenario planning and multi-year programming aligned with PPBE cycles
Financial Systems Integration
Leverage advanced knowledge of key DoD financial systems:
CCaR, GAFS, DEAMS, MOCAS, PMRT, IDECS II, ADVANA, FM-Suite
Coordinate cross-system data extraction and analysis to inform leadership decision-making
Validate system inputs and ensure data accuracy across platforms
Reporting & Forecasting
Generate financial projections and deliverables for senior SSC and USSF stakeholders
Support OSD and Congressional reporting requirements related to international funding
Compliance & Policy Interpretation
Navigate DoD directives and international financial regulations impacting SSC operations
Ensure alignment with foreign disclosure protocols and FMS frameworks
Stakeholder Engagement
Collaborate with internal finance, contracting, acquisition, and program offices
Interface with SAF/IA, OSD, foreign partners, and international program managers
Process Improvement
Contribute to digital transformation efforts, financial dashboard development, and workflow streamlining
Recommend automation strategies to improve system interoperability and reporting efficiency
Bachelor’s degree in Finance, Business Administration, Economics, or related field
4+ years of experience in financial analysis supporting defense acquisition or international programs
Proficiency with DoD financial management tools including CCaR, DEAMS, GAFS, MOCAS, PMRT, IDECS II, ADVANA, FM-Suite
Solid understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process
Strong analytical and presentation skills with ability to translate data for executive audiences
Preferred Qualifications:
Master’s degree in Financial Management, International Affairs, or Public Policy
Experience supporting SAF/IA, DSCA, or international directorates within DoD or the IC
Familiarity with SSC mission objectives, portfolio structure, and acquisition strategy
