Position Summary

The Malaria Social and Behavior Change (SBC) Technical Advisor will primarily support the USAID’s Global Health Bureau, Office of Infectious Disease (ID), Malaria (MAL) Division as a Credence Institutional Support Contractor (ISC).

 

We are seeking an individual with expertise in providing technical assistance to contribute to the Bureau for Global Health’s Malaria Division and the Bureau’s overall social and behavior change (SBC) efforts. The Malaria Division of the Office of Infectious Disease of the Bureau for Global Health is charged with the technical leadership for, and management of, USAID’s malaria portfolio, including the US President’s Malaria Initiative (PMI). PMI is the US Government’s (USG) flagship global malaria initiative and is led by USAID and co-implemented with the Centers for Disease Control and Prevention (CDC).

 

As described in End Malaria Faster: U.S. President’s Malaria Initiative Strategy 2021-2026, the goals of PMI are to reduce malaria mortality, reduce malaria morbidity, and accelerate progress toward national or subnational elimination in PMI partner countries. PMI’s strategic approach includes reaching the unreached, strengthening community health systems, keeping malaria services resilient, investing locally, and innovating and leading.  PMI supports the implementation of evidence-based interventions at-scale, including malaria diagnosis with microscopy and malaria diagnostic tests; malaria treatment with artemisinin-based combination therapy; vector control with insecticide-treated mosquito nets and indoor residual spraying; chemoprevention, such as intermittent preventive treatment of malaria in pregnancy and seasonal malaria chemoprevention; surveillance; supply chain strengthening; and SBC. The Initiative is results-based, focused, and exhibits a high level of financial and programmatic accountability.

 

As a member of the Interagency PMI SBC Technical Team, the Malaria SBC Technical Advisor will provide technical assistance for the design, implementation, monitoring, and evaluation of SBC activities. Specifically, the Malaria SBC Technical Advisor will be responsible for a variety of technical duties, including supporting PMI country teams in the design and management of high-quality SBC activities and contributing to the development of technical guidance, tools, and resources. The Malaria SBC Technical Advisor will also provide technical support on a day-to-day basis on key projects, including central SBC mechanisms.

 

Salary Range

Full salary range for this position is $97,500 to $152,620 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

The Malaria SBC Technical Advisor will be an integral member of the Interagency PMI SBC Technical Team. Specifically, the Malaria SBC Technical Advisor will be charged with the following:

  •  Provide global and country-level technical support for the design, implementation, monitoring, and evaluation of SBC activities, including the development and implementation of technical guidance for the design, implementation, monitoring, and evaluation of SBC activities in PMI partner countries. The Malaria SBC Technical Advisor will provide technical backstopping support to 3-5 PMI country teams.
  • Assist members of the Interagency PMI SBC Technical Team in establishing systems and processes for review, synthesis, and dissemination of SBC literature, monitoring of SBC investments, periodic design of central and bilateral awards, annual review of workplans, and regular review of technical deliverables.
  • Contribute to internal and external knowledge management for the Interagency PMI SBC Technical Team, including documentation and dissemination of SBC resources and best practices, through the production of regular email updates and coordination of webinars and other fora for cross-country learning.
  • Support the Interagency PMI SBC Team in collaborating with and updating internal and external stakeholders, including USAID and/or PMI leadership and other PMI technical teams, about developments related to malaria SBC and USAID/PMI's work in the space by preparing and conducting presentations and related materials. The Malaria SBC Technical Advisor will liaise with the Interagency PMI SBC Team on one or two other interagency technical teams (e.g. vector control, service delivery, supply chain, malaria in pregnancy, community health, malaria vaccines, etc.) and identify opportunities for collaboration.
  • Assist Agreement/Contracting Officer’s Representatives (AORs/CORs) and activity managers in the financial and technical management of malaria SBC activities through participation on project management teams, development of annual project workplans, review of workplans, quarterly and annual reports, and technical deliverables, coordination between PMI and partners. 

Education, Requirements and Qualifications

  • Master’s degree with 6 years, Bachelor’s degree with 8 years, Associate’s degree with 10 years, or high school graduate with 12 years relevant experience in social sciences, public health, international relations, or a related degree
  • US citizenship or US permanent residency and ability to obtain at a minimum a facility access clearance. If US Permanent Resident, you must have resided in the US for 3 out of the past 5 years.
  • Experience providing technical assistance for the implementation and/or management of public health programs, with at least one year of experience working in international development settings preferred
  • Demonstrated ability to think strategically, multi-task, and collaborate diplomatically across diverse teams across the US government
  • Ability to take initiative, prioritize, and complete projects in a fast-paced environment
  • Strong oral and written communications skills and proven ability to communicate quickly, clearly and concisely in English. French language skills also strongly preferred.
  • Knowledge and specialized experience in SBC and malaria control and prevention desirable
  • Knowledge of public health development programs, procedures, and systems and USAID rules, regulations, procedures, and systems, including financial systems, strongly preferred
  • Proficiency with Microsoft Office and Google suite
  • Willingness and ability to travel domestically and internationally up to 25-30% of the time
