USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

 

The USAID/BHA Office of Global Policy, Partnerships, Programs and Communications (G3PC) serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus.  G3PC’s Global Capacity and Leadership Development (GCLD) Division focuses on trainings for different parts of the USG Interagency and BHA staff specifically related to USAID/BHA’s role in humanitarian assistance and disaster response, as well as humanitarian response coordination. The Training Officer is an integral part of GCLD’s Learning and Development (L&D) Team, which develops, maintains, and adapts humanitarian assistance courses for different audiences. This position reports to the GCLD Learning and Development Team Leader.

Responsibilities include, but are not limited to the duties listed below

  • Support GCLD/L&D’s strategy for internal and external education and training courses on humanitarian assistance, international humanitarian architecture, and disaster response issues as part of the L&D Team, GCLD Division, and broader G3PC Office.
  • Maintain strong understanding of the USG interagency, humanitarian policy issues, BHA’s coordination responsibilities, and response operations that contribute to BHA’s training strategy for external partners.
  • Assist in planning, developing, and delivering training, using knowledge of the effectiveness of methods such as classroom training, demonstrations, online platforms, meetings, conferences, and workshops.
  • Support course design and modification of external training courses, specifically applying the principles of adult learning design for both synchronous and asynchronous (e.g. online courses) learning.
  • Support the development and organization of effective training manuals, multimedia visual aids, and other educational materials using a variety of media.
  • Support development of course evaluation procedures and conduct follow-up review of all completed training, in order evaluate effectiveness of training programs and provide recommendations for improvement.
  • Deliver course material and help coordinate, support, and ensure availability of facilitators, panelists, and guest instructors for courses.
  • Provide support on the registration process and all administrative and logistics requirements to hold a training course.
  • Coordinate with the Training Coordinator and team to maintain and use the Learning Management System (LMS) for course registration and management.
  • Support appropriate scheduling and preparation of training, including coordinating logistical support from other G3PC Office members, including with BHA’s Information Technology (IT) team to ensure that all technical elements of the training (e.g. slides, video, video teleconferencing, etc.) are set up for delivery during the training.
  • Build solid cross-functional relationships and maintain internal and external BHA relationships.
  • Perform additional duties as assigned.

Education, Requirements and Qualifications

  • Minimum Education and Experience
    • MA/MS and 0 years of relevant experience, OR
    • BA/BS and 2 years of relevant experience, OR
    • High school diploma and 6 relevant years of experience
    • Experience must culminate in a set of responsibilities similar to those of this position.
  • Preferred Education and Experience
    • MA/MS and at least 1 years of experience working on trainings, supporting curriculum development, and/or delivering presentations, OR
    • BA/BS and at least 3 years of experience working on trainings, supporting curriculum development, and/or delivering presentations, OR
    • High school diploma and 7 years of experience working on trainings, supporting curriculum development, and/or delivering presentations.
  • Knowledge of the international humanitarian assistance environment, operations, related policies, and inter-relationships among the USG, donor and other international organizations.
  • Required to have US citizenship with the ability to obtain and maintain a Secret Clearance.

  • Working Conditions and Physical Requirements:
    • Hybrid work environment (in-person with the ability to telework);
    • Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).

Full pay range for this position is $100,000.00 to $115,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
