Position Summary
The HIV Clinical Service Delivery Advisor will primarily support the Adult Clinical Branch in the Prevention Care & Treatment (PCT) division in the Office of HIV/AIDS within USAID’s Bureau for Global Health as a Credence Institutional Support Contractor (ISC).
The U.S. Agency for International Development (USAID) is the world’s largest bilateral donor in the health sector. USAID’s global health programs save lives, protect communities from deadly diseases, and promote social and economic progress. Key areas of work include family planning and reproductive health, HIV/AIDS, maternal and child health, nutrition, malaria, tuberculosis, neglected tropical diseases, innovation and impact, and health systems strengthening.
The Bureau for Global Health’s Office of HIV/AIDS (GH/OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV/AIDS.
The HIV Clinical Service Delivery Advisor supports the planning, development, implementation, and monitoring of global and country-level HIV treatment and clinical service delivery policies, strategies, and programs.
The HIV Clinical Service Delivery Advisor will provide technical support in areas of HIV care and treatment in support of USAID’s implementation of the President’s Emergency Plan for AIDs Relief (PEPFAR). The HIV Clinical Service Delivery Advisor will support the Adult Clinical Branch in the Prevention Care & Treatment (PCT) division in the Office of HIV/AIDS within USAID’s Bureau for Global Health. Technical supervision and programmatic guidance for this position will be provided by the Adult Clinical Branch Chief in the Prevention Care & Treatment Division.
The advisor will provide advisory support on issues of HIV care and treatment for adults and adolescents and build strong linkages to all aspects of the clinical cascade through intra-office collaboration and support to USAID field missions. Technical support will include a wide range of clinical programming, including HIV treatment regimen optimization; HIV laboratory monitoring protocols and strategies; differentiated service delivery (DSD) models; provision of clinical services in non-permissive environments (NPEs); supportive community-based HIV programming; and the delivery of appropriate clinical care services to reduce morbidity and mortality, such as cervical cancer, mental health and advanced disease programming. The Advisor will participate in the review and evaluation of existing program guidance documents, standard operating procedures (SOPs) and policies on HIV clinical service provision, providing recommendations for enhancing the effectiveness and/or efficiency of USAID-supported HIV treatment programs, and will work closely with headquarters and field-based counterparts to optimize continuity in care and virologic suppression for PLHIV.
Full salary range for this position is $97,500 to $152,620 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
