We are seeking Security Management in support of the Cyber Resiliency Office for Weapon Systems (CROWS) at Wright-Patterson AFB, OH.

 

The Assistant Secretary of Air Force for Acquisition (SAF/AQ) and Air Force Materiel Command (AFMC) stood up the Cyber Resiliency Office for Weapon Systems (CROWS) under Air Force Life Cycle Management Center (AFLCMC) to be the dedicated office to increase cyber resiliency of Air Force (AF) weapon systems and to maintain mission effective capability under adverse conditions.  CROWS is organizationally located under AFLCMC/EN-EZ with mission responsibility for ‘baking in’ cyber resiliency into new weapon systems and mitigation of ‘critical’ vulnerabilities in fielded weapon systems.

Responsibilities include, but are not limited to the duties listed below

  • Provide full-spectrum security management support—assisting with implementation of information, personnel, physical, industrial, and communications security, resource protection, force protection, and anti-terrorism programs.
  • Oversee physical, information, industrial, personnel, and operations security programs.
  • Assist with the special security representative duties to open and close SCI facilities as appointed.
  • Provide guidance and assistance to integrated process teams in the areas of physical, information, industrial, personnel, and operations.
  • Assist with building and maintaining standard operating procedures, emergency action plans, and fixed facility checklists in accordance with program requirements.
  • Assist the assigned System Security Officer (SSO) in the annual self-inspection of secure facilities.
  • Provide guidance, recommendations, and assistance to assigned Government program managers, supervisors, employees, and sensitive activities concerning information, industrial, and personnel security matters.
  • Build and maintain time-phased, event-driven Security Classification Guides (SCG), and Program Security Directives (PSD).
  • Provide support to plan, develop, direct, administer, evaluate, implement, and maintain cybersecurity initiatives concerning the protection of classified and sensitive information transmitted/disseminated throughout the cyber environment.
  • Build and/or evaluate system security risk assessments and analysis, security threats and vulnerabilities, and providing program management with options and resource requirements for mitigating the risks.
  • Assist with processing Program Access Requests (PAR) for those requiring access to the associated programs in accordance with Air Force SAP requirements.
  • Assist with maintaining an internal PAR tracking system to ensure all required forms and documentation (i.e., letters of compelling need and waivers) are complete and accurate before submittal.
  • Assist with ensuring security clearances for onsite Government and DoD contractor personnel are current, within five years, when compared to the DISS (formerly the Joint Personnel Adjudication System (JPAS)).
  • Assist with ensuring personnel information in Air Force Access Database System (AF ADS) is entered in a timely manner, verified, and current.
  • Assist with maintaining an appropriately classified computerized database of onsite Government and DoD contractor personnel with access to assigned programs and assisting with maintaining a billet structure where applicable.
  • Ensure compliance with the security education and motivation program for program-briefed personnel and assisting with developing and implementing unique program in-briefings for all newly assigned personnel as well as for those out-processing from the program.
  • Ensure completion of all associated in-processing and out-processing forms and personnel being debriefed are advised of the protection requirements of information learned through association with the program.
  • Assist with providing classification management guidance to CROWS.
  • Assist with training and oversight to program classified marking efforts, ensuring all program briefed personnel are trained and have access to the latest DoD manual for marking classified materials and periodically assess classified documents and media created to ensure they are marked in accordance with DoD and AF marking guides.
  • Assist with program protection, technology control, protection of CUI, and other information requiring protection to ensure compliance with related DoD and DAF instructions, and ICDs including ICD 703.
  • Support development and implementation of common cybersecurity classification guidance.
  • Assist in the development of common security overlays.
  • Support creation and implementation of a security scorecard for monitoring requirements, controls, oversight, and incidents.

Education, Requirements and Qualifications

  • Clearance: Top Secret
  • MA/MS and ten (10) years relevant work experience or
  • BA/BS and twelve (12) years relevant work experience or
  • Fifteen (15) years relevant work experience
  • Specialized Knowledge and Experience Required:
    • Experience as a security manager within DoD or similar organizations. 
    • Working knowledge of information, industrial, personnel, and operations security programs and the integration of these programs in SCI and SAP environments. 
    • Must maintain access to Secret Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communications System (JWICS) systems as well as the ability to open/close classified facilities. 
    • Willingness to travel within the organizational geographic AORs (note - could be extensive and will include both air and ground transportation). 
    • High degree of originality, creativity, initiative requiring minimal supervision.

Working Conditions and Physical Requirements

  • May be required to lift 15 lbs.
  • May be required to stand and walk two (2) hours a day
  • Some travel may be required
