Overview

Credence Management Solutions, LLC (Credence) is seeking an OPSEC Coordinator- Security Foreign Disclosure in support of the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program.  The PM PNT provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.

 

This position is hybrid requiring 2-3 days on site in Aberdeen, MD.

 

The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army’s PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army’s mounted and dismounted platforms. PM PNT is the Army’s lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and ALTNAV Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS). 

Salary Range

Full pay range for this position is $120,000.00 to $160,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

  • Assist with the administration and implementation of policy-compliant information security (INFOSEC), physical security (PHYSEC), OPSEC, personnel security (PERSEC), communications security (COMSEC), Special Access Program (SAP), Sensitive Compartmented Information (SCI), industrial security, security education, training, and awareness programs.
  • Administer and manage the day-to-day facility security operations of unclassified, collateral, and SCI Facility (SCIF) IAW all applicable DoD security policies, Army regulations, local security SOPs, and the PM PNT OPSEC Plan.
  • Develop, conduct, and document initial, annual, and ad-hoc training for PM PNT personnel.
  • Update access rosters and facility checklists, within one business day of identification of need for revision and assist with classified reproduction, transmission and destruction equipment, procedures, and capabilities IAW all applicable DoD security policies, Army regulations, and local security SOPs.
  • Maintain PERSEC records within the Government provided database; process documentation to initiate PERSEC background investigations within two business days of initial request; process visit certifications through the Defense Information System for Security (DISS) prior to visits occurring; provide verification of PERSEC clearance information to PM PNT at least one business day prior to visit; and provide administrative support for the program access requests (PARs) process for classified programs; track, gather, analyze, and compile data into reports for PM PNT security programs; coordinate the issuance and maintenance of local security credentials or badges IAW the Command, Control, Computers, Communications, Cyber, and Intelligence, Surveillance, and Reconnaissance (C5ISR) campus security SOP; process visitor requests and escort visitors IAW local site visitor/access control SOPs; conduct annual security self-inspections IAW security SOP and assist with the development and implementation of corrective action plans as a result of the security inspections.
  • Assist the Government in drafting, investigating, and processing of inquiries into reports of security incidents.
  • Maintain and update a classified document and media control and accountability process.
  • Conduct annual inventories of classified information IAW all applicable DoD security policies, Army regulations, and local security SOPs.
  • Participate in classified (Secret and Top Secret) meetings, as required.
  • Plan, schedule, coordinate, execute, and monitor the effectiveness of the Foreign Disclosure (FD) program. Devise and execute policy and procedures concerning the National Disclosure Policy (NDP), foreign visits and certifications, and multinational programs, and projects. Must be able to obtain the US Army Foreign Disclosure Officer Course Certificate.
  • Serve as a representative, and an authoritative source on NDP issues and revisions. Recommend, interpret, and apply the U.S. Department of Defense’s (DOD’s) and the Department of the Army’s (DON’s) policies. Provide guidance on U.S. classified military information (CMI) and controlled unclassified information (CUI) disclosure and release to foreign recipient.
  • Ensure that each release is consistent with the command’s Delegation of Disclosure Letter (DDL) and the National Disclosure Policy Manual (NDP-1). Oversee the management, development, revision, and maintenance of DDL’s.
  • Perform duties as an OPSEC Coordinator.
  • Prepare and maintain a current Security Plan(s); ensure newly assigned personnel are briefed on the critical information of PM PNT and conduct periodic training; update the PM PNT’s Critical Information List (CIL) and OPSEC Plan; conduct initial, periodic, and annual security- and OPSEC related training. Complete OPSEC reviews of communications being submitted for public release in coordination with Public Affairs. Must be able to obtain OPSEC Level II Course Certificate.
  • Advise and assist with Acquisition Security functions.
  • Receive requests from various product teams and directorates, and review materials to determine if all disclosure criteria are met.
  • Determine the propriety of the disclosure of information to the public and foreign governments in support of Acquisition Security.
  • Perform analytical, planning, advisory, operational, or evaluative work concerning the development and/or implementation of policies, procedures, standards, training, and methods for identifying and protecting information, sensitive operations, material, and/or facilities from such national security threats as compromise, unauthorized disclosure, espionage, or sabotage.
  • Assist in processing all requests for disclosure of information to partners and for public release.
  • Review various products for release and process RFIs from vendors, foreign governments and international organizations. Obtain security clearance information and status prior to release of classified and unclassified material; ensure all material is passed appropriately. Maintain permanent electronic database of all decisions concerning disclosure, release or denial to foreign nationals and for public releases.

Education, Requirements and Qualifications

  • An active Top Secret/ SCI level security clearance is required for consideration.
  • Bachelor’s Degree in any field with a minimum of seven (7) years’ experience as a physical security specialist in a DoD environment.
  • Experience reviewing, and preparing for Government approval, security plans, forms, procedures, and guidance (e.g., OPSEC plans, DD 254s, emergency action plans (EAPs), program protection plans (PPPs) and SCGs). The Contractor shall review these documents IAW all applicable DoD security policies, Army regulations, and local security SOPs.
  • Prior experience conducting inventories of classified information IAW all applicable DoD security policies, Army regulations, and local security SOPs.
  • Knowledge of US disclosure policies and guidance and specialized international program security expertise and coordinating and making disclosure decisions within those parameters to an acquisition program office.
  • Experience developing and maintaining a competent OPSEC and Foreign disclosure program and initiate actions.
  • This position is hybrid requiring 2-3 days on site in Aberdeen, MD.
  • May require travel in and out of the contiguous US.
