Position Summary

 

The Mid Program Analyst provides analytical services to USAID as an institutional support contractor under the GHTASC contract.

 

The Mid Program Analyst works closely with subject matter experts, technical advisors, project managers, and other USAID partners to develop and synthesize data and knowledge that can be used to make sound programmatic and policy decisions. The Mid Program Analyst also interacts with technical and management staff, managing day-to-day and long-range projects, including routine administrative duties, and supports more complex analytical tasks such as collecting, compiling, and analyzing data and information to identify problem areas and make recommendations for solution/improvement in order to meet established Office/Team goals and objectives.  The Mid Program Analyst assists in the maintenance of team and other relevant trackers, helps with follow up to ensure the accountability of work, and ensures team adherence to knowledge management principles to keep the team organized and on-track with completing high-quality deliverables.

 

The Office of Health Systems (OHS) within the Bureau for Global Health is the Bureau and the Agency’s center of excellence and focal point in providing worldwide leadership and technical expertise in health systems strengthening (HSS). OHS is responsible for developing and implementing the Bureau's HSS strategy; knowledge and talent management; and field and program support.

 

The Mid Program Analyst will provide technical and operational support to OHS’ Pharmaceutical and Supply Chain Systems Team as well as other staff, performing a variety of both complex and routine duties for the Office. They will provide project management support and participate in various working groups across the Bureau, providing technical guidance on topics related to health systems strengthening, pharmaceutical systems, and/or supply chain systems in low- and middle-income countries (LMICs).

 

The Mid Program Analyst is a key member of the team and will work closely with other Bureau/Mission staff to advance OHS’ broader goals and objectives in an efficient and effective manner. As the Mid Program Analyst will be expected to support multiple projects simultaneously, the individual will need to work independently and efficiently to balance competing priorities and deadlines while producing high-quality deliverables. In addition, the Mid Program Analyst may be given opportunities to take initiative on tasks within the office that align with their interests. The individual is expected to have some familiarity with and knowledge of technical issues and policies pertaining to health systems strengthening, pharmaceutical systems, and/or supply chain systems in LMICs and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures.

Salary Range

Full salary range for this position is $78,780 to $124,540 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

  • Assist with backstopping of multiple project management and country support teams.
  • Support development of program documents and correspondence, such as annual work plans, reports, interagency documents, action memos, information briefs, talking points, Congressional Notifications, presentations, and reference materials.
  • Facilitate timely submission of all reporting (work plans, annual reports, and other requirements) and support the project management team in technical review and approval processes.
  • Research, plan, and analyze technical information and develop data for use in briefings, publications, and reports, ensuring consistency with USAID standards.
  • Support Technical Advisors and Agreement/Contracting Officer’s Representatives (AORs/CORs) to coordinate and manage project(s).
  • Provide financial and administrative support to systems, databases, file maintenance, and information management, and provide technical support in the design and upkeep of spreadsheets and databases to monitor country programs and inform teams of upcoming issues, deadlines, financial updates, and action items.
  • Assist with OHS budget actions as needed. Review and analyze financial reports prepared by multiple projects to produce quarterly accrual reports and annual burn rate and trend graphs.
  • Support technical, programmatic, and administrative engagement of office agreements including coordinating communication.
  • Prepare, analyze, and/or review request packages for design and procurement-related processes to ensure that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Provide administrative assistance including general logistics support, maintenance of calendars, administrative systems, and program and project files and databases, and distribution of materials to USAID missions, USAID/Washington offices, host country institutions, cooperating agencies, and others.
  • Schedule regular and ad hoc management and technical meetings, which includes reserving conference rooms, preparing agendas, notifying participants, setting up equipment, assembling background and informational materials, and taking and distributing meeting notes.
  • Travel internationally and/or domestically, as necessary.
  • Other duties as assigned.

Education, Requirements and Qualifications

  • Master’s degree and 4 years of relevant experience, Bachelor’s degree and 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, or High School Diploma and 10 years of relevant experience.
  • US permanent residency with the ability to obtain and maintain Facility Access or US citizenship with the ability to obtain and maintain a Secret Clearance Experience in project administration and management procedures.
  • Experience working with USAID projects and/or other international organizations working on public health, health systems strengthening and/or pharmaceutical systems strengthening preferred.
  • Excellent quantitative, analysis, and organizational skills with strong attention to detail.
  • Strong analytical capabilities and oral and written communications skills with ability to read, analyze, and interpret general and technical documents, and effectively present information and respond to questions from managers, technical staff, leadership, and implementing partners.
  • Strong interpersonal skills and ability to work as part of a cross cultural team.
  • Demonstrated ability to be assertive in managing processes and deadlines, while building constructive and effective relationships with colleagues from a wide variety of backgrounds.
  • Comfortable working both independently and collaboratively.
  • Demonstrated ability to work independently and collaboratively as a part of a team in a hybrid work environment and successfully prioritize competing tasks with shifting deadlines and multiple points of contact.
  • Advanced proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, and Gmail and other Google applications. 
  • Ability to travel internationally and/or domestically approximately 10-15%, as needed.
