Responsibilities include, but are not limited to the duties listed below

The responsibility of the Mid-level Proposal Manager is to lead proposal development, writing, coordination, and production activities for both narrative/solution-based proposals and self-scoring, documentation proposals. This role requires an initial understanding of how to effectively develop, manage, and write winning Federal Government proposals using industry best practices. Experience with proposals relevant to technical IT solutions considered ideal.

 

Responsibilities include the following:

 

  • Create and manage proposal storyboard and proposal outlines/templates.
  • Support proposal content writing and reviews to include technical, management, transition, past performance/corporate experience, and resume content. A focus on facilitating discussions and assigning action items with subject matter experts to develop content is required.
  • Edit proposal content.
  • Support graphic development for small- to large-scale strategic proposals to primarily Federal government agencies, both independently and as part of a proposal team.
  • Assist and facilitate technical approach/management approach storyboarding and writing processes, ensuring a solution coincides with win themes and business development / capture research.
  • In a highly detailed manner, analyze proposal requirements, contributing to and understanding the high-level proposal strategy while mapping and tracking compliance.
  • Create and manage proposal related documents such as compliance matrixes, win themes, proposal template outlines, schedules, checklists and action item trackers, proposal related questions to the government, color review documents, final proposal documents, and oral presentation materials.
  • Manage team member engagement, issue and track data calls, and track and manage deliverables from a diverse team of sub-consultant and internal technical and management personnel.
  • Develop and implement structured, repeatable proposal processes tailored based on unique requirements and circumstances.
  • Apply understanding of the Government source selection process (i.e., FAR, DFAR, and procurement/contracting procedures).
  • Willingness to learn Government proposal pricing development, manage the process, and support cost-price volume development. 
  • Manage quick turn-around task order responses for existing IDIQ contracts.

Education, Requirements and Qualifications

  • The ideal candidate will possess the following qualifications and skills:
  • 2-7yrs of relevant experience in proposal or grants coordination, management, and/or writing.
  • Ability to successfully manage multiple priorities and multi-task in a dynamic work environment.
  • Positive attitude and interest in learning a broad range of new skills as part of ongoing career development.
  • Enthusiasm and motivation to grow quickly in an organization.
  • Bachelor’s or master’s degree in applicable field (English, writing, communications, business, etc.)
  • Highly detail-oriented with excellent organizational and management skills
  • Interest in and an ability to understand basic technology and process concepts.
  • Proficiency in the use of MS Office Suite (Word, Excel, and PowerPoint) and Adobe products.
  • U.S. citizenship required.
