Overview

Credence Management Solutions, LLC (Credence) is seeking an Systems Engineer  to perform systme engineering for the NAVWAR and Attack Programs in support of the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program at Aberdeen Proving Ground (APG), Maryland.  The PM PNT provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.

 

This position is hybrid requiring 2-3 days on site in Aberdeen, MD.

 

The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army’s PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army’s mounted and dismounted platforms. PM PNT is the Army’s lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and ALTNAV Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS). 

Responsibilities include, but are not limited to the duties listed below

  • Review and provide inputs for acquisition documentation for staffing through PM PNT leadership.
  • Support the management of the technical performance for the NAVWAR Situational Awareness and Attack Duties include requirements decomposition, managing software intensive systems, system of system integration planning, supporting agile software development planning.
  • Create, modify, and review engineering and acquisition documentation to meet program milestone requirements.
  • Attend product, platform, vendor and client meetings and reviews.
  • Provide assessment of vendor progress and input to assistant product manager on solutions to technical problems within the program.
  • Interface with external stakeholder organization that contribute to the product’s system of systems approach.
  • Develop, implement, and maintain systems engineering processes and documents (i.e., systems engineering plans (SEPs), configuration management plans, risk management plans, and integrated master plans) to support the PM PNT products.  This support includes direct system engineering, risk management, integrated master scheduling, and program management support. 
  • Attend PM PNT program reviews (i.e. Software Specification Review (SSR), Systems Requirements Review (SRR), System Functional Review (SFR), Preliminary Design Review (PDR), Critical Design Review (CDR), Production Readiness Review (PRR), Functional Configuration Audit (FCA), and Physical Configuration Audit (PCA)), including pre- and post-review events; attend IPT and working group meetings; and provide recommendations for system engineering, testing, and other improvements.
  • Provide systems engineering support for classified and unclassified PM PNT products and documentation including risk identification and management; system configuration management; concept development; requirements analysis, development, derivation, and documentation; systems design and architecture; modeling and simulation; integration, test, and evaluation; hardware and software validation; host platform integration support; and field demonstrations.
  • Provide system engineering activities to manage, implement, conduct, review, and update documentation to integrate classified and unclassified PM PNT products with client systems on Army platforms.  This includes taking into consideration such factors as operational benefits and constraints; integration; interoperability with current and emerging warfighting capabilities; sustainment; and doctrine, organization, training, materiel, leadership and education personnel and facilities (DOTMLPF) impacts.  This support shall be provided IAW DoD guidance and regulations and the systems engineering principles of Institute of Electrical and Electronics Engineers (IEEE) Standard 1220.
  • Develop, review, and update systems engineering processes and documents, such as the: SEP, configuration management plans, risk management plans, Department of Defense architecture framework (DoDAF) products, and assist in the development of integrated master plans and deliver them according to PM PNT product IMS. 
  • Review and provide inputs for acquisition documentation for staffing through PM PNT leadership.
  • Support concept development, sensor design, system design, system architecture, hardware, software, and network integration, host platform integration, modeling and simulation, test and evaluation, hardware and software validation support, experimentation and demonstration of PM PNT products or technologies through attendance and providing recommendations at product IPT meetings, working groups, and engineering meetings. 
  • Identify and assess improvements to existing products and applications as well as requirements, materiel solutions, and applications for emerging PNT technologies and augmentation technologies, strategies, tactics, and training to meet PNT requirements and support all phases of a system’s program life cycle to ensure the system is technically achievable within PM PNT identified product cost goals and schedule.
  • Attend PM PNT program reviews (i.e., software specification review, system requirements review, system functional review, preliminary design review, critical design review, production readiness review, functional configuration audit, and physical configuration audit) including pre- and post-review meetings; attend IPTs and working groups; and provide inputs and recommendations for engineering, testing, and other improvements.
  • Provide input into the development of SOOs, SOWs, PWSs, performance specifications, associated solicitation documentation, and provide technical advice and assistance regarding proposal evaluation.
  • Review data artifacts for acceptability and ensure the product-data relationships are maintained and establish and maintain database(s) to assist PM PNT staff with developing and tracking PNT requirements at all levels to support customer requirements analysis, product planning, system engineering support and configuration management.

Education, Requirements and Qualifications

  • An active TS/SCI level security clearance is required
  • A bachelor's degree in Engineering or Systems Engineering with 7 years experience or a master's degree with 5 years experience in systems engineering for DoD systems.   

  • Experience Creating, modifying, and reviewing engineering and acquisition documentation to meet program milestone requirements.
  • Experience updating program documentation and briefings to incorporate technical information and strategies or simular.
  • Experience providing support to direct system engineering, risk management, integrated master scheduling, and program management support. 
  • This position is hybrid requiring 2-3 days on site in Aberdeen, MD.

  • May require travel in and out of the contiguous US for 1-3 months at a time.
