Overview

Credence Management Solutions, LLC (Credence) is seeking an Logistician in support of the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program.

 

This position requires a Secret clearance and 2-3 days a week at Aberdeen Proving Ground (APG), Maryland. 

 

The PM PNT program provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.

 

The SETA services provided to PM PNT shall support the planning, development, management, sustainment, and execution of the U.S. Army’s PNT portfolio. PM PNT provides coordinated PNT system of systems architecture and associated PNT products for the Army’s mounted and dismounted platforms. PM PNT is the Army’s lifecycle manager for the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), Assured Protection and Alt Nav Technology Development; and the Resiliency and Software Assurance Measures (RSAM)., as well as any future PNT efforts in both the Contiguous United States (CONUS) and outside the contiguous United States (OCONUS).

Responsibilities include, but are not limited to the duties listed below

  • Provide Integrated Logistics Support Services IAW Army regulation and policy.
  • Coordinate, plan, and execute classified and unclassified logistics efforts in support of PM PNT programs, initiatives, and goals.
  • Participate in IPTs, develop product support initiatives, and provide schedule inputs for PM PNT systems.
  • Prepare and provide input into the formulation of short and long-range logistics and product support planning.  This includes providing input, analysis, and recommending changes to logistics resource planning and budgetary products derived from logistics requirements as well as assisting with the planning and coordination of the Operations Program Summary (OPS) 29 or depot maintenance budgetary process, and POM Program Reviews.
  • Assist in the development of internal controls, policy standards, and procedures as new policy, laws, and directives are released.
  • Support fielding synchronization meetings by coordinating, preparing, and briefing information associated with PM PNT systems in support of PM PNT product integrated master schedules.
  • Support logistics audits and audit readiness testing by maintaining, collecting, reviewing, updating, and providing logistics and sustainment documentation to PM PNT. Audits supported by PM PNT include the following:  the Army Audit Agency audit of select Non-Standard Equipment Transitioning to a Program of Record, ASA Financial Management and Comptroller’s monthly General Equipment (GE) Audits, DA/G4/Logistics Innovation Agency GE Follow-on Audits and the Department of Defense Inspector General Audit Agency GE Audits.
  • Assist in preparing, reviewing, and commenting on SOOs, SOWs, PWS, performance specifications, and associated acquisition documentation and provide technical advice and assistance regarding proposal evaluation.
  • Participate in classified (Secret and Top Secret) meetings, as required
  • Conduct inventory and accountability of PNT Modernization equipment IAW DoD and Army regulations.
  • Coordinate with stakeholders to sign appropriate documentation for the property and ensure the Product office equipment tracker and documentation is kept up to date.
  • Prepares outbound and monitor inbound and outbound shipments.
  • Coordinates property transfers internal and external to the organization in support of test events, fielding events, and divestment of excess property.
  • Conducts Property Transfers and receives property within Procurement Integrated Enterprise Environment (PIEE).
  • Manages property accountability via Defense Property Accountability System (DPAS), Global Combat Support System-Army (GCSS-Army) PIEE/WAWF, DD Form 1149, DD Form 1150, DD Form 2062, DD Form 3161, SF 153, DA Form 3964, or as appropriate for transactions.
  • Assists with the tracking of all equipment, including all fieldings within the different product shops, and review and provides feedback on all forms needing signature of approval.
  • Reviews Status of GFE report CDRL for accuracy and coordinates regular updates of GFE authorized and in the possession of the contractor.
  • Provides oversight of contractor property management systems through periodic checks of property records and inventories.
  • Assists 06 APO with all aspects of property management and accountability for the O-5 Product Management Offices.
  • Assists with cataloguing of necessary equipment in the Army Enterprise Systems Integration Program (AESIP).

Education, Requirements and Qualifications

  • DoD Secret level security clearance or higher is required
  • Bachelor’s Degree in a specialized field with three years’ experience in DoD logistics or a master’s degree with one year experience.
  • Demonstrated ability to define the logistics requirements for the full product lifecycle.
  • Army Acquisition documentation experience (per AR & DA-PAM 700-127 & 700-142).
  • Experience developing, reviewing and commenting on product support and logistic documentation for products, including:  Life Cycle Sustainment Plan (LCSP), Core Logistics Analysis (CLA), Core Depot Assessment (CDA), Depot Source of Repair (DSOR) Analysis, Integrated Logistics Assessment (ILA), materiel release and type classification packages, item unique identification (IUID) plans; product support Business Case Analysis (BCA); independent logistics assessment documents; and associated logistics Acquisition Decision Memorandums.
  • Operational Acquisition and property experience required.
  • Experience with Basis of Issue Plan (BOIP) Level Of Repair Analysis (LORA),  Line Replaceable Unit (LRU), Life Cycle Sustainment Plan (LCSP), Life Cycle Contractor Logistics Support (LCCS)
  • Familiarity with COMPASS, PowerLog-J, SYSPARS, JEDAS, FedLOG/WebFLIS, CquiP, Material Release Tracker (MRT), MS Office programs such as Power Point, Excel, Word, Outlook preferred.
  • This position may require 20% travel in and out of the contiguous US.
