Credence Management Solutions, LLC (Credence) is seeking an SSR/ASR Security Manager in support of the Air Force Life Cycle Management Center AFLCMC/EN-EZ at Wright-Patterson Air Force Base, Ohio.

 

The Engineering Directorate (AFLCMC/EN-EZ) has the collective Air Force Material Command (AFMC) mission responsibility for preeminent engineering expertise to acquire and support war-winning capabilities. In order to meet current and projected workload requirements in support of AFLCMC/EN-EZ, the Government must augment its organic (military and civil service) capabilities with Advisory and Assistance Services (A&AS) support. 

Responsibilities include, but are not limited to the duties listed below

  • Provide full-spectrum security management support—assisting with implementation of information, personnel, physical, industrial, and communications security, resource protection, and force protection programs.  
  • Oversee physical, information, industrial, personnel, and operations security programs.  
  • Assist with the special security representative duties to open and close SCI facilities as appointed.  
  • Assist with building and maintaining standard operating procedures, emergency action plans, and fixed facility checklists in accordance with program requirements.  
  • Assist the assigned Government Special Access Program Security Officer (GSSO)/Special Security Representative (SSR) in the annual self-inspection of secure facilities.  
  • Provide guidance, recommendations, and assistance to assigned Government program managers, supervisors, employees, and sensitive activities concerning information, industrial, and personnel security matters.  
  • Assist with processing Program Access Requests (PAR) for those requiring access to the associated programs in accordance with Air Force SAP requirements.  
  • Assist with maintaining an appropriately classified computerized database of onsite Government and DoD contractor personnel with access to assigned programs and assisting with maintaining a billet structure where applicable.  
  • Ensure compliance with the security education and motivation program for SCI indoctrinated/program-briefed personnel and assisting with developing and implementing unique program in-briefings for all newly assigned personnel as well as for those out-processing from the program.  
  • Ensure completion of all associated in-processing and out-processing forms and personnel being debriefed are advised of the protection requirements of information learned through association with the program. 
  • Under direction of Special Security Officer (SSO), Special Security Representative (SSR), Program Security Officer (PSO) and Government Special Access Program Security Officer (GSSO) responsible for day-to-day management and implementation of the facility’s Sensitive Compartmented Information (SCI) and Special Access Program (SAP) security program for subordinate Sensitive Compartmented Information Facility (SCIF). SSR will be SCI indoctrinated and appointed in writing.  
  • Ensure SCIF and Special Access Program Facility (SAPF) maintains accreditation by facilitating the protection of SCI and Special Access Programs (SAPs) including protection against compromising emanations, inadvertent observation or overhearing, disclosure by unauthorized persons, forced entry and detection of surreptitious and covert entry.
  • Keep the SSO and PSO informed of issues having SCI and/or SAP implications and report all security incidents to the SSO and/or PSO for further investigation.
  • Conduct end of day security checks at the close of each working day to verify all classified and security repositories are appropriately secured.
  • Respond to all alarms pertaining to the facility during and after work hours as necessary.
  • Perform semiannual alarm checks to ensure all alarms are functioning properly.  
  • Conduct self-inspections on their SCIF/SAPF annually and correct any deficiencies.  
  • Ensure SCI and SAP material is maintained and stored in an accredited SCIF/SAPF and all appropriate procedures are followed.  
  • Ensure physical access control measures to include identification of visitors are established and maintained.  
  • Ensure identified personnel meet established requirements for SCI/SAP.
  • Establish and maintain Defense Information System for Security (DISS) and Joint Access Database Environment (JADE) accounts to administer personnel access to SAP/SCI data.
  • Track, report and update security information and management systems as required.
  • Advise on implementation of SAP/SCI information system management procedures for development planning activities.
  • Ensure proper integration of established security processes/procedures with information system management procedures to facilitate the control of requisite information with the facility.
  • Adhere to special communications capabilities within SAP/SCI facilities.
  • Perform other security administration tasks as required to support the organization.    

Education, Requirements and Qualifications

  • Clearance: Secret
  • MS/MA and ten (10) years of relevant experience or,
  • BS/BA and twelve (12) years of relevant experience or,
  • Fifteen (15) years of relevant work experience
  • Specialized Knowledge and Experience Required:
    • Experience as an SSR/ASR within DoD or similar organizations.
    • Working knowledge of Information, Industrial, Personnel, and Operations security programs and the integration of these programs in SCI and SAP environments.
    • Maintain access to Joint Worldwide Intelligence Communications System (JWICS) systems as well as the ability to open/close classified facilities.
    • Possess a high degree of originality, creativity, initiative requiring minimal supervision.

Working Conditions and Physical Requirements

  • Must be able to lift 15 lbs
  • Some travel may be required
  • Most time will be inside secure facilities on classified systems, limiting telework options.
