Overview

The Refugee Operations Manager is responsible for overseeing all refugee operational activities within the Refugee Processing Center (RPC). Reporting directly to the Deputy Project Manager for USRAP Program Operations (DPM Programs), the Refugee Operations Manager plays a pivotal role in managing and supervising the support and implementation of refugee processing activities and initiatives. This position requires a deep understanding of refugee processing procedures, as well as strong leadership and communication skills to effectively coordinate with internal and external teams and stakeholders.

Responsibilities include, but are not limited to the duties listed below

  • Manage and supervise all refugee processing activities at the RPC, including recruitment, training, and management of RefOps staff.
  • Review and analyze reports, records, and directives to plan RefOps activities, assigning responsibilities as necessary.
  • Provide guidance, resolve issues, establish schedules, and set deadlines to ensure timely completion of work.
  • Offer technical expertise on refugee processing Operational Deliverables and Standard Operating Procedures (SOPs), ensuring adherence to policies and regulations.
  • Maintain awareness of RPC, RSC, and RA and other USRAP partner policies, plans, and initiatives impacting RefOps activities.
  • Participate in meetings with stakeholders to discuss refugee processing challenges and systems changes.
  • Collaborate with RPC leadership and PRM counterparts to support mission objectives.
  • Monitor RefOps activities, processing velocity, staffing, and staff performance, preparing reports for management.
  • Make recommendations to improve procedures and practices to enhance efficiencies.
  • Monitor standards for quality control and configuration management, evaluating RefOps performance and providing guidance as needed.

Education, Requirements and Qualifications

  • Ability to obtain a Secret security clearance is required.
  • Master's degree from an accredited university or equivalent experience is required.
  • Minimum of five (5) years of progressive management experience.
  • At least ten (10) years of hands-on experience in similar work.
  • Ability to prepare various reports and documents for internal and external use.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to multitask and prioritize effectively.
  • Familiarity with USRAP policies, standards, and processes.
  • Excellent written and verbal communication skills.
