USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The USAID/BHA Office of Global Policy, Partnerships, Programs and Communications (G3PC) serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus.

The Humanitarian Coordination and Readiness Specialist is an integral part of G3PC’s Response Coordination and Readiness (RCR) Team, which supports the G3PC office’s readiness, resources, and operational capacity to deliver lifesaving assistance and to ensure effective coordination during a response, including by serving on USAID/BHA response teams and backstopping Coordination positions as needed. Day-to-day work assignments and oversight will be provided by the RCR Team Lead, with additional guidance from office and division leadership. Formal supervisory and evaluation functions are performed by a BHASC Performance & Development Manager.

Responsibilities include, but are not limited to the duties listed below

  • Work as part of the RCR Team under the direction of the Team Lead and/or Division Chief.
  • Serve as an Outreach Coordinator or other role supporting the humanitarian coordination needs of USAID/BHA Response Management Teams (RMTs) in Washington, D.C., and/or field-based Disaster Assistance Response Teams (DARTs) as needed.
  • Support the management of G3PC’s on-call roster and fulfill the office’s Responsible Unit (RU) duties, including routing response nominations via USAID/BHA’s Personnel, Experience, Training, Equipment and Readiness (PETER) system; and supporting/tracking Position Task Book (PTB) implementation.
  • Monitor the availability, training needs, PTBs, and other qualifications of G3PC staff and make recommendations to fill various DART and RMT positions, particularly within the Coordination section.
  • Draft and share regular updates on the office’s readiness posture, including priority notes and action items for team, division, and office leadership.
  • Support planning processes for temporary staff activations, rotations, and details.
  • Support planning for DART and RMT structures, including serving as a staffing resource to G3PC and other BHA stakeholders for operational and contingency requirements.
  • Working closely with RMTs/DARTs and other USAID/BHA teams to ensure G3PC is following guidelines related to bureau recruitment processes and response staffing needs.
  • Coordinate the response-related outreach, training, guidance, backstopping, performance evaluation, and mentorship efforts of the RCR team.
  • Collaborate with colleagues to implement process improvements.
  • Coordinate with, and support as needed, other divisions and teams within G3PC, with an aim to better understand the office’s broader strategic engagements, policy considerations, and programmatic workstreams, including as it relates to USAID/BHA response.
  • Coordinate with other offices within BHA to ensure a streamlined approach to responses and effective use of Coordination staffing positions.
  • Perform other duties as assigned.

Education, Requirements and Qualifications

  • Preferred: Education and Experience: At least 2 years of directly related experience with a Master’s degree, 3 years of directly related experience with a Bachelor’s degree, or 6 years of directly related experience without a degree.
  • Minimum: BS 2+ Years, MS 0+, or HS 6+
  • A detailed understanding of the international humanitarian assistance environment, operations, related policies, regulations, and inter-relationships among the USG, donor and other international organizations is preferred.
  • Must have at least 1 year of experience managing human resources, staffing and/or project operations, including experience supporting senior- and mid-level managers, preferably in a government environment.
  • Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

  • Working Conditions and Physical Requirements:
  • Hybrid work environment (in-person with the ability to telework);
  • Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).

Full pay range for this position is $95,000.00  to $102,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
