We are actively seeking an experienced Program Protection lead who will be primarily responsible for supporting Air Force Life Cycle Management Center (AFLCMC) Rapid Sustainment Office Wright- Patterson AFB, OH. 

 

RSO’s mission is to advance the SECAF’s direction and “…leverage mature, new, and emerging technology to reduce sustainment costs and improve readiness…” The RSO will play a role in sustainment analogous to a research laboratory in development. Its customer base—the logistics and sustainment enterprise—should come to view RSO as their center of excellence for identifying, maturing, and transitioning technologies with traceable and measurable readiness impacts, cost reductions, and ease of use. 

Responsibilities include, but are not limited to the duties listed below

  • Coordinate all logistics elements, including but not limited to spares, support equipment, training, facilities, technical data, and provisioning to ensure all integrated logistics support requirements for the organization needs.
  • Perform as a key participant in developing long-term weapon system supportability approaches that further Government acquisition strategy goals and objectives.
  • Obtain needed logistics resources and participate in site surveys and program reviews.
  • Perform analyses of sustainment or related DMSMS issues and recommend suitable replacements.
  • Provide support to accomplish the generation, review, and execution of logistics support plans that includes the following: ILSP, LCSPs, TOs and Technical Manuals, Electronic Technical Manuals, Illustrated Parts Breakdowns, RCMA, and work specifications to ensure the documentation meets Government logistics support requirements.
  • Participate in integrated logistics support management team meetings, program management reviews, and other related meetings.
  • Apply logistics knowledge to perform various tasks related to the planning, development, implementation, and management of a comprehensive, affordable, and effective systems support strategy.
  • Address all product support elements including: 1) Computer Resources, 2) Design Interface, 3) Facilities and Infrastructure, 4) Maintenance Planning and Management, 5) Manpower and Personnel, 6) PHS&T, 7) Product Support Management, 8) Supply Support, 9) Support Equipment, 10) Sustaining Engineering, 11) Tech Data and Tech Orders, and 12) Training and Training Support.
  • Work with logistics and maintenance control organizations on logistics and maintainability programs on issues such as: technical evaluation and identification of weapon systems logistics requirements and resources; implementation of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; life-cycle cost analysis and control; AIS hardware and software standardization and compatibility; product support/ Reliability, Availability, Maintainability, and Cost (RAM-C) program T&E planning and execution; and, product support/RAM-C analysis and assessments in supportability planning, long range development plan, and Plant Clearance Automated Reutilization Screening System.
  • Assist with technical analyses, planning, execution, and assist the Government in review of technical specifications and documentation in support of Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI) efforts to facilitate and update sustainment issues identified as related to the LCSP and Integrated Support Plan.
  • Analyze Government Furnished Equipment (GFE) / Government Furnished Property (GFP), support equipment, life support, and demilitarization requirements, as required.
  • Manage reliability-centered maintenance analysis.
  • Manage provisioning planning and implementation.
  • Manage life cycle logistics planning, to include end of program requirements and life cycle cost development.
  • Support tasks related to kit development, kit proofing, and coordinate actions necessary to resolve kit support issues.
  • Provide daily support to organization at CONUS and OCONUS depot modification efforts as assigned, including but not limited to local manufacture, first article test, and quality verification support.
  • Support Time Compliance Technical Order (TCTO), TO, AFTO Form 82, TCTO Verification Certificate, AFMC Form 918, Non-Provisioning Supply Item Support, AFMC Form 873, Time Compliance Technical Order Requirements, and other Services/Partners equivalent activities.
  • Support depot working groups, PMRs, Integrated PMRs, Technical Interchange Meetings (TIM), and regular depot planning meetings.
  • Provide analyses of configuration, deliveries, and deficiencies as well as analyze and assist with the integration of training system requirements into production program plans and documentation.
  • Maintain, interrogate, and analyze data files for all depot and modification aircraft from cradle to grave.
  • Identify and provide recommendations and/or solutions regarding candidate opportunities to reduce weapons system total ownership costs.
  • Access/maintain Government electronic technical systems, to include but not limited to, Integrated Electronic Technical Management System, Contractor data systems, and Joint Computer-Aided Acquisition and Logistics Support system.
  • Prepare an engineering data management plan, TO verification plans, and TO management plans.
  • Assist the Government in identifying engineering data requirements and data rights claims in support of the aircraft weapon system.
  • Arrange and support engineering data/TO/commercial manual guidance conferences and in-process reviews.
  • Review, track, and monitor verification and delivery of engineering/technical data and identify requirements for manuals to include military use of commercial maintenance, repair, service, overhaul, and flight manuals, and arrange for printing and distribution of TOs/data and updates.
  • Identify, review, and analyze deficiencies and ECPs IAW the aircraft weapons system and associated contracts.
  • Review and analyze DRs and assist in conducting root cause analyses of the supply chain in order to identify any problems and areas for improvement.
  • Review recommended TO changes (to include AFTO Form 22, engineering dispositions, and other Service/Partner equivalents), identify potential impacts to the supply chain, and provide inputs to Integrated Logistics Support Managers, program, and fleet managers.
  • Provide support to sustainment teams through data analysis, acquisition management, procurement, and other associated logistics data of critical assets, insurance spares, tooling, and related parts and material.
  • Provide support to the development and maintenance of Post Production Support Plans, Point-to-Point Tunneling Protocol (PPTP), and Transition to Post Production (TPP).
  • Support the development and execution of requirements in phased strategies for PPTP and TPP.
  • Support material efforts regarding damage scenarios, recovery, rebuild and depot maintenance, production shutdown, risk mitigation, part configurations, and production asset disposition.
  • Resolve DMSMS issues, research parts availability, establish Anti-Tamper (AT) parts supply priority, and resolve Mission Impaired Capability Awaiting Parts (MICAP) situations.
  • Identify the cost of parts, lead-times, and sources of repair or manufacture.
  • Forecast supply support requirements and interface with DLA to coordinate, track, and monitor supply status.
  • Use logistics expertise and AF supply chain knowledge to provide complete logistics support in all aspects of supply system support, including accessing applicable systems such as, but not limited to, DoD Electronic Mall, D200 Requirements Data Bank, and D043 Master Item Inventory Control System.
  • Ensure that supply systems are supported and procedures are followed per DoD guidance.
  • Participate in process improvement activities and meetings, to include IPT meetings, stand-up meetings, logistics reviews, PMRs, and other meetings in support of workload requirements.
  • Assist the organization by preparing and coordinating Program Management Agreements, Service Level Agreements, Memorandum of Agreements (MOA)s / Memorandum of Understanding (MOU)s, Statement of Objective (SOO)s, Statement of Work (SOW)s, Electronic Staff Summary Sheets (eSSS)s, and other program documents or directives as assigned.
  • Support special projects including, but not limited to, Supportability Operations Review Team (SORT) and Executive Steering Group (ESG).
  • Provide technical, analytical, and sustainment support for depot activation efforts.
  • Use program management tools in order to manage the transitioning workloads impacting LSA, peculiar support equipment acquisition, engineering assessments, and technical data validation.
  • Accomplish DSOR assignment process as required or directed in support of mission changes, business case recommendations, new workload, etc.
  • Review the LSA and LORA documentation for recommended changes to source maintenance recoverability codes from depot to field level or from field to depot level of repair.
  • Take into consideration the availability of adequate technical documentation, support equipment, and skills required to accomplish the repair at the requested level.

Education, Requirements and Qualifications

  • Clearance: Must have or able to obtain and maintain a Secret security clearance
  • Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical / professional discipline being performed, five (5) years of which must be in the DoD OR,
  • Bachelor’s Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD OR,
  • Fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) of which must be in the DoD
  • Knowledgeable in software development and depot avionics testing and repair
  • Knowledge of the DSOR process and the broad range of factors that impact source of repair decisions in support of the USG
