Overview

The Office of HIV/AIDS, within USAID’s Bureau for Global Health (GH/OHA), has overarching responsibility for the full range of USAID's HIV/AIDS programs and serves as the Agency's lead office for implementing the interagency U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).  GH/OHA's primary functions are to provide strategic direction, technical leadership, and support to field programs, and to effectively manage headquarters programs devoted to controlling the global HIV/AIDS epidemic.  The Strategic Information, Evaluation, and Informatics Division’s Health Informatics (HI) Branch provides technical leadership to promote and implement a wide range of health information technology products, systems, tools and research for improved HIV/AIDS and health outcomes. The HI Branch also engages with PEPFAR’s Interagency Collaborative for Program Improvement (ICPI) to help define PEPFAR-wide systems and analytic strategies, including the routine collection and review of program performance data at the global, regional, national, subnational, and site levels.   

 

Job Summary

The Data Analyst will play a supporting role within the Health Informatics Branch (HI Branch) and provide technical assistance and managerial support to the HI Branch Chief and the SIEI Division Chief.  The incumbent will support information technology and analytic projects for the HI Branch to ensure alignment with OHA strategic objectives and initiatives; contribute to PEPFAR’s Interagency Collaborative for Program Improvement (ICPI) through participation in ICPI workstreams and engagement in routine and non-routine data analysis; lead the definition and review of stakeholder analytic requirements; and ensure plans and schedules are developed and followed throughout the life of the project.

 

The Data Analyst (Analyst) is an essential member of an OHA Branch and works on a day-to-day basis with the Division Chief or Branch Chief. The Analyst also provides strategic information analytic support to the team, performing a variety of both complex and routine technical duties.

Responsibilities

Technical Support and Analytic Services (50% Level of Effort):

  • Maintain in-depth knowledge of PEPFAR reporting requirements, PEPFAR-related data systems, as well as data management and use strategies in order to provide informed program monitoring and partner management technical assistance to USAID Missions.
  • Conduct data analyses and provide technical assistance relevant to Measurement, Evaluation, and Results (MER), Site Improvement through Monitoring System (SIMS) quality metrics, program expenditures, and other program data, in collaboration with program/technical stakeholders; facilitate interpretation and dissemination of HIV-related data for program decision making.
  • Conduct routine program data review and trend analysis of PEPFAR data, partner performance analysis and provide data visualization support, including but not limited to data verification, data completeness checks, analysis of site-level data, data pulling and review, and comparative analysis of results and targets from PEPFAR data collection systems and interagency analytic and data management products.
  • Assist USAID/HIV and interagency subject matter experts with data- focused analytical thinking for improved planning, monitoring, evaluation, and reporting of HIV/PEPFAR programs.
  • Design, develop and deliver high quality visualization and information products to support USAID operations at all stages of the development programming cycle.
  • Translate complex data analysis concepts and requirements into clear, digestible, and useable information.
  • Contribute to the HIV and health Information systems knowledge base by preparing reports and publications, including, but not limited to, technical updates for field missions, peer-reviewed manuscripts, and by presenting internally and at international meetings/conferences, as needed.
  • Support country programs in monitoring and evaluation to ensure USG investments reflect the efficient use of resources.

Capacity Building, Strategic Planning, and Support (50% Level of Effort):

  • Build OHA and Mission capacity to standardize and automate data collection, management, and display of HIV/PEPFAR data to make rapid data analysis more efficient, transparent, reproducible, and effective.
  • Consult with HIV program experts to understand where data analytics will most effectively support PEPFAR’s overarching goal of epidemic control.
  • Provide training and analytic support to strengthen their capacity to effectively manage and analyze PEPFAR monitoring data for the purposes of program accountability, oversight, and management.
  • Support data analysis initiatives within various Branches, and provide technical leadership on monitoring and evaluation, and data visualization (including GIS, Tableau) activities across the HIV clinical cascade and other areas of HIV programming, including triangulation of survey, surveillance, and other country data sources as appropriate.
  • Facilitate the sharing of best practices across USG programs vis-a-vis strategic information and health information systems in different countries.
  • Other strategic planning and support duties as assigned

Training and Professional Development

  • Understand PEPFAR data streams, and the multiple channels through which data is available, know how to access and use all systems.
  • Track PEPFAR performance imperatives, analytic requests, and respond with agility to producing new visuals, comparative analyses and other systematic approaches that support the field.
  • Support for developing proficiency in Tableau and other data systems used by USAID and PEPFAR.
  • Deepen knowledge of current literature, research, policies and programmatic experiences related to the HIV response.
  • Participate in professional meetings as appropriate to the scope of work.
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute and Individual Learning and Training Plan and Annual Work Plan.

 

Qualifications

  • Minimum of Master’s degree and 5 years professional experience or Bachelor’s and 7 years or more of relevant experience in social science, statistics, public health data management, preferably with public health or HIV experience
  • At least 5 years of professional experience with two or more public health technical disciplines (such as, HIV/AIDS, Infectious Disease, Maternal & Child health etc.); job duties/responsibilities generally related to position description requirements.
  • Demonstrated experience in analysis and presentation of -public health data, preferably relating to HIV/AIDS or other public health programs.
  • Demonstrated skills in data analysis and visualization, strategic planning, monitoring systems, program coordination and implementation, and evaluation, preferably relating to HIV/AIDS or other public health programs. within a developing country context.
  • Demonstrated experience and expertise in database management and/or statistical software such as Excel, Access, Stata, or SPSS. Proficiency in SQL is desirable.
  • Proficiency in statistical software (i.e. Stata, SAS, R) and data visualization tools (i.e. Excel, Tableau).
  • Excellent analytical, written and oral communication skills.
  • Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues.
  • Demonstrated ability to work independently.
  • Ability to travel regularly to developing countries and resource challenged settings.
  • International travel, ranging from 10-30%, depending on assigned operational unit.
  • US citizenship or US permanent residence with the ability to obtain and maintain a facility access clearance is required.
