Overview

The U.S. Government’s (USG) engagement to prevent and treat HIV/AIDS is a top priority worldwide. The USG response includes coordination among the US Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), Department of Defense (DOD), Department of Health and Human Services (HHS), Peace Corps (PC), and other entities. This initiative is collectively known as the US President’s Emergency Plan for AIDS Relief (PEPFAR). USAID has been at the forefront of the USG’s response to provide quality HIV/AIDS services to over one hundred countries to mitigate the health crisis that threatens the prosperity, stability and development of these nations.

The Bureau for Global Health’s Office of HIV/AIDS (OHA) is the center of HIV/AIDS technical leadership for USAID and has primary responsibility for the Agency’s HIV/AIDS program.  OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS.  It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. 

 

The SIEI Division within OHA, to which Integrated Data Advisor will be assigned, provides technical expertise to advance and support country-owned, sustainable strategic information systems and promotes data-driven program planning. The SIEI Division has primary responsibility of supporting USAID headquarters and its Missions to build capacity in managing and utilizing data systems to improve impact and accountability of HIV/AIDS programs.

The Expenditure Analysis (EA) Branch, in OHA/SIEI provides global technical expertise to advance the use of data for increasing transparency, efficiency and accountability across programs to achieve the greatest impact in the HIV/AIDS response. The branch supports USAID Headquarters, Missions and Inter-agency field teams by building capacity for data collection, analysis and application of economic and program data for strategic program planning, budgeting and management. The EA Branch conducts inter-agency and intra-agency analysis to understand program input indicators and assess the potential for increased efficiencies in program implementation.

 

Under the direction of the EA Branch Chief, the Data Analysis Advisor will advise on and promote the use of economic and financial data as strategic information to guide and inform data-driven USAID and PEPFAR strategies, policies, and programming.  S/he will be responsible for thought and technical leadership to headquarters and overseas Missions on the aforesaid subject matter.

 

Job Requirements

The Integrated Data Advisor (Advisor) position is a critically important role within SIEI. The Advisor provides support to technical and managerial staff in advancing the EA Branch agenda by leading a variety of both complex and routine program and financial analysis related activities and advancing OHA s vision for the use of financial information for strategic decision-making.

Responsibilities

Provide technical direction and thought leadership on data use to guide strategic planning, implementation, and monitoring of USAID HIV programs

  • Serves as a subject-matter expert on routine PEPFAR financial and program data use for decision making and management to improve efficiency, accountability, transparency, resource allocation, and partner performance.
  • Provides thought leadership and solution-oriented problem solving within the agency and interagency space on use of data, and particularly, economic/financial data to improve HIV programs.
  • Advises on and provides leadership within the Agency, interagency, and external community on the use of economic and financial data alongside program, epidemiological, and quality data to improve HIV programming and planning.
  • Conceptualize, operationalize, and implement data generation and analytic activities to inform PEPFAR and USAID decision-making.
  • Define and design activities to define, promote, and measure the efficiency, accountability, and impact of the USAID PEPFAR portfolio.

Advance agency capacity and leadership to collect, analyze, and use data for decision making

  • Facilitate discussion among key USAID stakeholders to articulate a vision and plan for integrating economic/financial data and efficiency analysis into planning, delivering, and assessing development programs.
  • Provide consultation to HIV program and technical teams to develop and implement guidance on integrating economic data and financial analysis in routine decision-making processes.
  • Identify gaps in knowledge around data collection, analysis and use and develop/lead capacity building strategies to fill these gaps.
  • Collaborates and builds relationships across other teams within USAID, to ensure cross-training and joint capacity-building.
  • Increase external visibility of the EA branch through publication, conference/meeting presentations, and building meaningful connections and collaborations across USAID and beyond.
  • Support country programs in strategic information use to ensure USG investments reflect the efficient use of resources.
  • Support data analysis initiatives within various Branches, and provide technical leadership on monitoring and evaluation, and data visualization (including GIS, Tableau), including triangulation of input indicators with output/outcome measures where appropriate
  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
  • Complete and execute an Individual Learning and Training Plan and Annual Work Plan.

Qualifications

  • Minimum 7 years of relevant technical experience with a master's degree or a minimum 9 years of relevant technical experience with a bachelor's degree in social science, public health, economics, statistics or a related technical field.
  • Minimum of 5 years of relevant experience with two or more public health technical disciplines (such as HIV, Infectious Disease, Maternal & Child health etc.); job duties/responsibilities generally related to PD requirements.
  • Demonstrated skills in data analysis and visualization, monitoring systems, program coordination and implementation, and evaluation, preferably relating to HIV/AIDS or other public health programs.
  • Technical expertise in costing, economic evaluation, resource tracking highly and/or use of economic/financial data for program planning/budgeting highly desired
  • Familiarity with PEPFAR programs, data, and systems highly desired.
  • Advanced Excel proficiency required; proficiency in statistical software (e.g. R, SAS, STATA), and data visualization tools (e.g. Tableau); familiarity with Business Intelligence Platforms (e.g Microstrategy, Power BI) desired.
  • Ability to work under moderate supervision and bring a problem-solving approach to carrying out duties.
  • Demonstrates excellent analytic skills, reasoning ability, initiative and an eagerness to learn technical and program management.
  • Excellent writing, editing, research, and presentation skills.
  • Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams on sensitive issues.
  • Demonstrated ability to work independently and successfully prioritize competing tasks with shifting deadlines and multiple points of contact.
  • Excellent English oral and written communications skills and the ability to read, analyze, interpret and summarize financial reports.
  • Ability to present information effectively and respond to questions from stakeholders.
  • Ability to travel internationally at least 25% of the time andto developing countries (up to 30%).
  • US citizenship or US permanent residency with the ability to obtain and maintain Facility Access clearance required.
